Is there a cut-off date for application? And would you accept someone who's relatively new to the scene if he (or she) fulfills most of the requirements plus possess a few of the plusses?

There is no cut-off date, but obviously sooner is better for your chances! IT would be hard to say, just apply and show your stuff if you're interested. :)
