The fallen praetor

Combat Trait

1
Plasma Shield
In addition to his life, Fenix has a plasma shield, shown as his mana bar but functions as any other shield in the game. The shield regenerates slowly in combat, but if he's out of combat for 8 seconds his shield regeneration increases exponentialy.
(His health should be around 70% of that of Muradin pre-avatar while his shield adding additional 40% of that, in total he should have 110% of normal Muradin HP)

Primary Abilities

Charge
Cooldown: 12 seconds
Fenix targets an enemy unit and winds up (for about 0.7 seconds), then immediately charging the enemy unit if it's still in range, dealing 90(+14 per lvl) damage, applying a 0.25 stun and then slowing it by 40% for 2 seconds. During the charge he's unstoppable.

(the charge itself should be really fast and unavoidable, if valla cast her dodge while he began charging it at full distance he'd still catch her mid-vault. He can be interrupted while channeling)

Shield Blast
Cooldown: 16 seconds
Fenix instantly destroys his shield, stunning everyone around him(small AoE - Zeratul's Cleave level) for 1-2 second and doing up to 130(+17 per level) damage, depending on how much shields he had. Over the next 4 seconds, Fenix rapidly restores the full amount of shields this ability destroyed.

(Minimum damage is half - 65(+8.5 per level)

Double Strike
Passive
Every 4 attacks Fenix strikes with both his Psi-blades for 100% additional damage, restoring 40% of the damage dealt as shields.

Active
Cooldown: 10 seconds
Fenix can activate this ability to instantly strike with both of his blades, restoring 80% of the damage dealt as shields. While this ability is on cooldown, the passive doesn't apply.

(His initial auto-attack damage should be fairly low, this ability counts as 2 hits)

Dragoon form: Bombard
Fenix blasts a target area with a few shots of his Plasma Cannon, slowing everyone in the radius by 25% for 3 seconds and dealing 50(+13 per level) damage.

Dragoon Form: Focus Beam
Fenix focuses on one target and starts channeling for up to 2 seconds. When the channel ends or when he cancels the ability he shoots a powerful Plasma Beam towards the target dealing 200(+24 per level) damage to him and everyone around, spreading it evenly to each target(the AoE is visible to enemies, similar to Kael'thas' Pyroblast). The channel time reduces the AoE and he can move while channeling.

(The AoE starts about as big as the old, upgraded Uther Divine Storm and ends up at Pyroblast level)

Dragoon Form: Spin
Fenix jumps forward while spinning, pushing enemies away from him, stunning them briefly(0.25 seconds) and dealing 60(+10 per level) damage. 

(The AoE should be around as big as Gazlowe's Laser but not as long)

Heroic Abilities

Immortal Spirit
Cooldown: 60 seconds
Fenix instantly restores all of his shields and overcharges them, making them absorb 60% of the damage taken from any source for the next 6 seconds. His passive, in-combat shield regeneration rate is doubled.

Praetor's Fall
When Fenix dies, his body is ressurected after 3 seconds into a dragoon. He gains a powerful ranged auto-attack and his abilities change. He stays this way for 30 seconds or until he dies.

Special Mount

DRAGOON FORM: HOVER MODE
Works as a normal mount, instead of using one the dragoon starts to hover above ground slightly

Most of the ability icons are a placeholder till I get less lazy to look for actually good ones ; 3
Also, this is my first hero concept, I tried to balance it around other tanks but with the twist that most of his tank talents are based around his shields instead of HP. Any criticism is more than welcome

Talents

Tier 1:
Regeneration Master: For each health globe collected Fenix gets 1 HP regen per seconds and 0.5 shield regen per second(in combat)

Swift Charge: Reduces Charge cooldown by 2.

Block: Periodically reduces the damage received from Hero Basic Attacks by 50%. Stores up to 2 charges.

Quick Shields:  Reduces the time needed for out-of-combat shield regen to 6 seconds

Tier 2:
Focused Strike: His Double Strike ability now does 150% additional damage instead

Sacrifice: Active(20 second cooldown) Deal yourself 10% of your max hp and restore the same amount of shields(not the percentage, this cannont kill you, if you're below 10% it reduces it to 1 and restores that limited amount of shield)

Protoss Healing: Increases regeneration effects and all healing received by 30%, all of it is directed towards his shields. 

Healing Strike: Double Strike now in addition to shields, also restores the same amount in HP.

Tier 3:
Battle Momentum: Basic Attacks reduce Ability cooldowns by 0.5 seconds

Shield Blast: When your shields are depleted, you deal 65(+8 per level) damage around you. This effect has a 10 second cooldown

Follow Through: After using an ability, your next Basic Attack withing 6 seconds deals 40% additional damage.

Quiet Takedown: Increases the range of Charge by 33% and during the initial channeling Fenix becomes invisible

Tier 5:
Spell Shield: Upon taking Ability Damage, reduce that damage and further Ability Damage bu 50% for 3 seconds. Can only trigger once every 30 seconds. Can only activate if you have any Plasma Shield up.

Zealot's Rage: Deal 10(+2 per level) damage per second to nearby enemies. The amount is increased by 50% if your shields are up.

Swift Strike: The passive portion now activates every 3 attacks

Reforge: Shield Blast now regenerates 150% of the shields used for the damage

Tier 6:
Zealot's Presence: While your shields are up, enemies that attack you have their Attack Speed slowed by 50%

Desperate Strike: While you don't have any shields up your Double Strike now restores additional 20% of the damage dealt

Swift Justice: After using Charge, your movement speed is increased by 20% for 4 seconds

Shield Overload: Increases the max shield amount by 25%(of the current amount)

Tier 7:
Immortal Body: Increases the duration of Immortal spirit to 8 seconds and while active your movement speed is increased by 20%

Preator's Rise: Dragoon now lasts indefinitely, until killed(still respawns as a zealot)

Rewind: Active to reset the cooldowns of your Basic Abilities

Nexus Blades: Basic attacks deal 20% more damage and slow the target for 1 second.

It's a nice start. I had similar ideas for Fenix. Though my idea didn't let him regenerate his shield while in combat. That shield blast thing is a really nice idea, and compensates that he is able to regenerate shield during combat. Though you should state that it won't be usable while he doesnt have a shield up ;)

I thought about that Dragoon thing too, but i found it is too Tyrael or Uther like. But it fits the background how the templar caste and how the zealot society works (being able to become a dragoon, when heavily wounded on the battlefield).

I consider giving up my own ideas and discussing with you how to create a powerful Fenix with somewhat unique abilities that reflect the background of the Protoss.

The timer would start when he's resurrected(so full 30 seconds) and he'd respawn as a zealot only if he died as a dragoon ; 3

Good concept. I like his passive, it's like a Johanna on steroids. Two questions about the dragon form:
When does the death timer start?
With the lvl. 20 talent, does Fenix respawn when the death timer ends or only when she dies as a dragon?
