I realy like this concept. Hysteria would be really strong with Tracer/Tychus/Zarya, but would do almost nothing for ability based heroes. Would Vanishes passive stack with say Shadowstalk? Could you sync Hysteria with AAS, to get a spike of 200 (her passive attack) + 250% + 120% for a whopping 1340 damage?

Yes, since Shadowstalk has a set heal amount, it wouldn't be fair for the Tyrande player to not get the healing credit. (Don't worry I already thought of that synergy :D). As for the second question, since hysteria is incremental increases, that is hypothetically extremely hard to pull off, needing to time that at the very end of it's duration. Even with the 20 Upgrade, Hysteria maxes at 90% for the last 0.5 seconds. Additionally, Blinds such as Suppression Pulse, Shield Glare, and Blinding Winds will nullify 100% of the damage, as well as things like Parry, Elusive Brawler, and Evasion.

Clean, properly presented, has a design in mind, I really like this.
Feel like he could use Nexus Frenzy for level 20, as mentioned by other comments maybe a lower CD on Hysteria, but unlike other comments, I like his passive. It's not an increasing chance to get double damage like other games' crits, instead it's technically a every fourth basic attack deal 25%, which is in line with a trait/basic ability. The blind on Dirty Fighting could be shorter though. A 2+ seconds CC is usually not present in basic kits.
Anyways, awesome job, keep it up!

Read the changes, like the new Ult, and will be interested to see the new trait. Would like to talk about balance though, so here are a few things about it;

HP / Regen: Good hp number, however, HP regen looks a bit high, e.g, Valla has 2.7, Tychus has 3.35,
MP / Regen: Just wanted to say that every hero has 500 mana and 3 regen :P

Impale - Feel like the damage can be increased a bit,

Auto-Attack - Damage can also be increased a bit

Hysteria: For a 100 second cooldown, the duration should be greatly increased, probably from 3 - 8 seconds, look at Rehgar's Bloodlust for an example, also, is it cast in an area? Or Global? Also, if you want to keep the short duration, then reduce the CD, so it's like a quick CD, short burst.

Talents: Like most of the talents, however a few too many generic talents, need to change a few, specifically First Aid and Scouting Drone, as they don't really fit the long-range assassin vibe, look at Tychus and Valla for talent examples

considering how extremely hypothetical everything is, I'm not really too concerned with specifics involving numbers, but for the talents I was always kinda bored with what I have. and honestly I prefer the fact that his trait is RNG, he's completely unique in that matter.

Some nice ideas here, really like it, however.... his trait. I don't like the RNG of it, HoTS doesn't exactly have RNG abilities, and it should stay that way, lest it become hearthstone. I think you should change the trait to instead be an active that increases AA damage for a short time, and come up with a new ultimant. Apart from that, awesome job
