Talents

Level 1:
Q – Anti-Personnel Warhead: Deals 20% extra damage to the main target. 
Q - ShrapnelAoE damage deals 100% extra damage to Non-heroic targets.
W – Solar Emitter: Refunds the Mana Cost if the emitter is not destroyed.
Seasoned Marksman
E – Pacing: Increases the duration by 3 seconds but reduces the movement speed bonus to 20%.

 
Level 4:
Focused Attack*: Every 10 seconds, your next Basic Attack against a Hero deals 75% additional damage. Basic Attacks reduce this cooldown by 0.5 seconds.
Vampiric Assault: Basic Attacks heal for 15% of the damage dealt to the primary target.
W  – Long-range Emitter: Increases radius by 50%.
W – Armored Emitter: Increase emitter HP by 100%.
D - Metal of Honor: Using an Ability grants nearby allies 20% increased Basic Attack Speed for 3 seconds. Does not stack.

Level 7:
Q – Concussive Blast: Increase explosion radius and Knockback by 50%.
D – Resist and Bite: Increases Attack Speed buff by 10%.
E – Storm the Front: You take 25% reduced damage while sprinting.
W – Tricare: You are healed by an additional 1% of your Max HP every second.
W  – Biotic Destabilizer: Deals 124 (+4%) damage to enemies over 10 seconds.

Level 10:

Giant Killer*: Basic Attacks against heroes deal bonus damage equal to 0.75% of a heroes’ Max HP.
E – Victory Rush: Killing an enemy hero resets the cooldown of Sprint and lets you cast one for free within 3 seconds.
D – Cross of Valor: Basic Attacks restore 5 mana for 3 seconds after using an ability.
Spell Shield
 
Level 16:
Executioner: Basic Attacks deal 40% extra damage to disabled targets.
W – Caduceus Emitter: Increase the duration by 4 seconds.
E – Adrenaline: Become Unstoppable for 1 second after activation and increase the movement speed bonus by 10%.
Q – High Impact Warhead: Stuns the main target for 0.5 seconds, then Slows them by 50% for 1 second after the Stun fades.

Level 20:
R1 – Visor Assisted Tracking: Helix Rocket becomes a targeted ability and it's cooldown is reduced to 6 seconds during the duration.
R2 – Heavy Artillery: Increase the radius by 50% and the duration by 2 seconds. (AKA deals an extra 423 (+4%) damage)
D - War Hero: Increase the Ability cooldown reduction to 0.75 seconds and also reduces the cooldown of your Heroic Ability.

War World:

Story: Commander Jack Morrison is the most highly decorated soldier in the history of War World lll. He's been fighting for over 40 years, hoping that one day he'll be able to end the war for good.

Changes: The Pulse Rifle resembles a cross between a Thompson and an M16 and fires regular bullets. Helix Rockets are now Grenades. Biotic Emitters have a low tech look. Rocket Barrage rockets are now mortars.

Skin Variations: 
1: Green with Brown
2: Brown with Red
3: Grey with Black

Well he doesn't have a mount so it's actually very balanced.

This concept is really cool, hope Blizzard does a Overwatch Event where they add OW heroes

No he can mount, I just balanced Sprint based off of Sgt. Hammer's Siege Trusters without considering how powerful it is at half the cooldown. I've changed it to +30% movement speed with a 18 second cooldown.

Changed his trait to Grizzled Veteran, making him play somewhat like the old "Lead from the Front" Raynor, and reduced his attack speed to compensate (1.90 down from 2.35)

Old Trait: Heavy Pulse Rifle - You attack faster then most heroes, but you deal 20% reduced damage to distant targets (5 - 5.5)

Looks pretty good, a character that would be fun to play.

I agree, though, that the Trait is the weak link here. A anged attacker that lacks range isn't very effective, as we saw with Tychus, as it eliminates a lot of the advantages you're hoping to gain by picking a character like that in the first place.

It gets down to the concept of fantasy. When you're playing this character, what is it that you want to be? And how does the trait establish that?

What about something like "When you move, you take reduced damage" or "the longer you've been moving, the less damage you'll take from all sources" so that as long as he's in motion he's gaining some sort of armor? An extension to his health bar that's lost when he stops to fire off a few rounds. That plays into what I see the Soldier as. A grizzled old war dog who knows every combat trick. A real door-kicker who rushes into a fire fight to show everyone how it's done. It would be a trait that rewards players for kiting and orb walking and all the other little tricks that set a good ranged attacker apart from a poor one, putting an emphasis on positioning and moving around in combat. It would make the Soldier a little tanky, especially for an Assassin, helping to set him apart from similar characters like Valla and Raynor.

It could be more limited. Rather than instant protection, it could kick in after being in motion for long enough, granting Resistance for a few precious seconds. That would work nicely with his Sprint move without taking away too much vulnerability.

Another idea would be something that makes the Soldier a powerful skirmisher. Something like "When you attack, you gain a stacking bonus to attack speed up to a cap. This bonus is lost when you stop attacking. When you move, you gain a stacking bonus to movement speed that is lost when you stop moving."

A slight correction on his trait -- his basic auto attack speed is only a little faster (and I really mean just a little) than raynor's, but Illidan's, Kharazim's, Tychus', etc are all faster than his attack speed, and Tychus doesn't have a long range penalty, and Raynor has a higher maximum range than him. I would say to change his trait, as it doesn't seem to be holding up -- it's basically a debuff as long as he isn't in near melee range.

Thanks for the correction, I've changed his attack speed to 2.35 and the damage penalty range to 5-5.5. If nothing else it'll make a better place holder for a different trait, but I'm not sure what would be a better fit.
