First off, his "energy" costs are too low to justify making him have a 2500 energy bar at level 20. You... might as well not give him one, know what I mean?

How do you determine the victor of Rak'Shir? Five seconds seems awfully low to allow either of you to die (assuming you only use auto attacks and are both at full health, and also assuming you are either alone/enemies or allies cannot influence the duel -- AKA : Can't attack either of you.), unless you're fighting butcher -- which would be pretty dumb to do, as butcher has the highest auto attack damage in the game. Can allies attack/buff either of you during the fight, or are you two cut off from the fight, for full 5 seconds?

Seasoned Brawler -- if I understand, 5 stacks, mins or mercs give 1/5, and heroes give two full stacks (which is ten). Because the way you stated it "...twice the stacks needed (I understand there, needed for a full stack)" is basically saying "Every hero kill gives you the effect twice -- two extra auto attack damage per hero kill."
And that does sound too powerful. It's basically an overpowered version of seasoned marksman. Hero kills in that ability do not grant even a full stack, they grant 3/6, which is half a stack.

Sinister blade can deal, continuously, 12.5% (every 5 second, over 5 seconds) of a boss' or structure's health, while bosses and buildings are usually immune to percentage damage, and it DOES sound VERY, and I mean too much, powerful, not to mention that your "high" cost, low cooldown is INSIGNIFICANT. At level 20, Alarak has 2500 energy, and that's more than twice the highest mana pool in the game.

Aside from that, I'd say that Vendetta's cooldown may be a bit long -- I'd personally reduce it to 80-90 seconds or so, maybe even 75.

I like the concept though, good work, and keep it up!

Thank you very much for your time to make a comprehensive feedback kind Sir.

- for the mana costs I made it low since he will be spamming Q and W all game so he will have significant energy drain especially if he specs for a full Shadow dart kiting/poking build. But I think I'll tweak it to be a bit higher as you have suggested.

*P.S. I had a typo on the energy per level it should be the usual +10 per level and not +100. Sorry for the confusion.

- for Rak'shir if neither of you die when the duration ends nothing happens. But you already have the benefit of locking down an opponent from the fight. Actually I was thinking that allies can channel on you while the ability is active to give you 15% additional attack damage but then again when the enemy team does the same it would make for a boring team fight where everyone is watching a boxing competition. So allies can help you kill your duel opponent and vice-versa. And considering there are heroes out there who can 1v1 better than you, you should choose your targets wisely.
Rak'Shir was meant to isolate and kill the backline of the enemy team who usually rely on abilities to take you out.

- Seasoned Brawler works just like seasoned marksman with a lower condition for gaining the effect. What I meant was each minion kill will grant you 1/5 stacks to gain an attack damage increase while heroes give 2/5. This is considering Alarak has poor AoE damage and will have a hard time gaining stacks without assistance.

- I will also have to agree with you on the Sealed Fate talent. I think I will nerf it further against bosses and buildings. I added this talent because I have considered a specialist build for Alarak where he can come in and "assassinate" enemy structures, mercs and boss mercs and be an effective first response anti-pusher by taking out the key elements of a push without eliminating the whole wave.

- I think Vendetta's cooldown is long enough to warrant it's effectiveness in finishing off weakened opponents. But sure, why not make the cooldown lower.
