Passive:

Your basic attacks infest non-structures enemies for 3 seconds.
Enemies that die while infested spawn a melee Roachling [25(+4%) DPS] that lasts 7 seconds.

Summon an Infested Terran [90(+4%) DPS] that lasts 30 seconds.
Minions and heroes that die while infested lower this ability's cooldown by 1.5 seconds.

Root all enemies in an are for 3 seconds and deal 64(+4%) damage per sescond, than slow them by 70% decaying over 4 seconds.

Infest and deal 90(+5%) damage per second to a targeted enemy hero 5 seconds. Enemies around the initial target take 150(+5%) damage per second and are also infested for as long as they stay in the area.

Talents

Level 1:

[D] Infested Poison:
Infested enemies take 20(+4%) damage per second.

[D] Infested Swarm:
When an infested minions die they spawn 2 Roachlings, Roachlings now lasts 10 seconds.

[D] Weakening Infestation:
Infested enemies are slowed by 15%.

Level 4:

[Q] Infested Blast:
Corrosive Blast infests all the enemies it hits for 5 seconds.

[W] Wild Mutation:
Increase the buff of Aggressive Mutation from 20% to 35%.

[E] Infested Gun:
Infested Terran's attacks infest for 1 second.

Level 7:

[E] Infested Marauders:
Infested Terrans have 50% more health and deal 30% more damage to structures.

[W] Armored Mutation:
Aggressive Mutation makes minions take 25% less damage from non-heroic sources.

[D] Undying Infestation:
Increases Infestation's duration by 2 seconds.

[D] Acid Roachling:
Raochlings can now use ranged attacks and deal +10% more damage.

Level 13:

[Passive] Regeneration Aura:
Increases Stukov's health regeneration by 100% and grant half that regeneration bonus to surrounding allied minions and summons.

[D] Weakened Attacks:
Reduce damage received from infested enemies by 40%.

[Q] Psionic Shielding:
Gain 50% of damage dealt by Corrosive Blast as shield for 6s.

Level 16:

[D] Spread the Infestation:
Auto Attacks now infest enemies in an AoE around the target. When an infested enemy dies it infests enemies around it.

[Q] Poisonous Blast:
Enemies hit by Corrosive Blast take additional 235(+4%) damage over 5 seconds.

[W] Evolution:
Increase Aggressive Mutation's duration to 30s, but cannot be used twice on the same minion.

[E] Infested Legion:
Hold up to 2 charges of Infested Terran and Increase cooldown reduction by 100%.

Level 20:

[R] Killing Growth:
Fungal Growth reduces enemies hit's armor by 25 for 3s and deals 50% more damage.

[R] Parasite Swarm:
Parasitic Bomb lasts for an additional 2 seconds and heals Stukov for 20% damage done to enemies other than the initial target.

[D] One of Us:
If a minion dies while infested it comes back to life as an infested minion for 40 seconds that pushes it's lane for your team. (Still spawns Roachlings)

[Active] Infested Civilians: (CD: 45s)
Summon 10 Infested Civilians [20(+4%) DPS] in an area that attack the nearest enemy or follow you if there is no nearby enemy to attack. Civilians lasts for 5s after your death, but there can only be up to 10 civilians at a time.

Currently, Infested Swarm is a must-take: imagine if Xul had a level 1 talent that got him 2 skeletons instead of 1 with each minion killed. Just clear the wave, and let 14 Zerglings descend upon their towers... I mean, he's a specialist, but this is OP.

I nerfed a little bit both the Roachlings themselves and Infested Swarm (they deal 6 DPS less than Xul's Skeletons and lasts 8s less, 5s with Infested Swarm).
But I do think that Xul is better at teamfights and against heroes than Stukov is, so a stronger push force instead is not so OP. Besides I have never played this hero, ofcourse it will need to be play tested and balanced.

I've seen that a lot of people don't like Neural Parasite so I added a third heroic ability, Parasitic Bomb.

The only real problem with this concept is his second heroic. There is no way taking over an enemy hero would be a good idea, completely anti-fun for the player you control

I love the roachling possibilities. I just don't get how they tie in with Stukov. Maybe instead of roachlings you spawn infested minions/civilians? I don't think roachlings fits the character since those are more evolved zerg than infested terran.

I also think he could get a lot more specialist focus.
Where's demolitionist? Every good specialist has it!
--Maybe to replace demolitionist, you have some form of building infestation. Of course, who could pick anything but infested swarm?
Maybe give him a talent where he spawns a mini infested command center that lasts say.. 30 seconds and spawns 1 -roachling- infested civilian every 3 seconds, which last 9 seconds each.
Just ideas.

Neural Parasite is hilariously overpowered and unfun to play against. If there's any range to it at all, it's an i-win button: Parasite a hero, walk them into your team, kill them easily. And 7 seconds? I don't usually comment on specific numbers, but 7 seconds is a long time to be unable to control your character. Neural parasite is like stunning them, except better in every way -- would you think a 7-second stun was fair? Anub'Arak's cocoon is eight seconds, but it can be attacked to free the hero, the hero can't be damaged during it, and doesn't force a hero to move out of position.

I can lower the cooldown to 20 sec but i want them to be pretty strong and with a little bit longer range than archers, sadly i couldn't find any minion stats except for one that seems a little bit weird where warrior minion had more health than some heroes.
And remember that they lasts the full cooldown duration, the cooldown reduction enables you to have 2 at the same time.

Maybe if you were a little more specific about the strength of these infested terrans, because they'd have to be pretty good to have even a 20 second cooldown, much less a 30 second one if you dont have minions nearby to kill.

The main idea of the Infested Terran is the fact that it's cooldown is getting lower when you kill minions. The actual cooldown is about 23 seconds or less for 30 seconds minion (7 minions in a wave).
For the "Zerg Swarm" feel there's always the roachlings.
