Combat Trait

Inner Balance
Swap between your inner balance between fire & will. Inner fire will give you 15% physical dmg reduction, Inner Will grants you a 10% Magic dmg reduction and 5% movement speed. Cooldown: 30 seconds

Primary Abilities

Penance
Launches a volley of holy light at the target, Channeling 3 bolts of light dealing 50(+10 per level) Holy damage to an enemy or 115(+30 per level) healing to an ally per bolt over 2 seconds. Additionally to dealing its regular damage on minions, the bolts of light will also cause an explosion dealing 50% of its damage to serounding enemies.  45 Mana Cooldown: 9 seconds

Power word: Shield
Shield a friendly target, absorbing 190(+40 per level) damage, lasts 6 seconds. 90 Mana Cooldown: 10 seconds

Spectral Guise
Your shadow blurs into the darkness, leaving your true form behind, as a shadow you are stealthed. Lasts 4 seconds or untill your true form is hit by 3 direct attacks. 35 Mana Cooldown: 20 seconds

Secondary Abilities

Level 1: Conjuerer's Persuit
Increases Mana Regeneration by 0.5 per second. Every 3 Regeneration Globes gathered increases this bonus by 0.25.

Level 1: Inner Power
Reduces the cooldown on Inner balance by 12 seconds.

Level 1: Scouting Drone
Places a Scouting Drone at target location, revealing a large area around it for 45 seconds. This drone cannot be hidden and is killed by enemies with 2 Basic Attacks.
Cooldown: 45 seconds

Level 1: Reflective Shield
Causes 50% of the damage you absorb with Power Word: Shield to reflect back at the attacker.

Level 4: Envenom
Activate to poison an enemy hero, dealing 180 damage over 5 seconds.

Level 4: Damage prevention
Lowering the cooldown of Power word: Shield by 3 seconds.

Level 4: You or Me?
Allows control of your dummy while you linger in the shadows.

Level 4: Body and Soul
Penance bolts now cause enemies to be slowed by 25% and allies to be sped up by 40% for 1 second per bolt.

Level 7: Cleanse
Activate to remove all stuns, roots, silences, and slows from the target and prevents their reapplication for 1 second. Cooldown: 30 seconds

Level 7: Battle Momentum
Basic Attacks reduce Ability cooldowns by 0.5 seconds.

Level 7: Long lasting self
Spectral Guise now lasts 6 seconds and increases the direct hits your true form can take up to 5.

Level 7: Inner focus
Channeling all 3 hits of penance on the same target lowers the mana cost of your next spell by 50%.

Level 10: Silence
Silences the target, preventing them from casting spells for 4 seconds. 100 Mana Cooldown: 40 seconds

Level 10: Pain Suppresion
Reduces all damage taken by a friendly target by 75% for 5 seconds. Castable while stunned. 50 Mana Cooldown: 75 seconds

Level 13: Circle of Healing
The aoe effect of penance now also applies when healing minions.

Level 13: Ice Block
Activate to place yourself in Stasis and gain Invulnerability for 3 seconds. Cooldown: 60 seconds

Level 13: Sprint
Activate to gain 75% Movement Speed for 3 seconds. Cooldown: 60 seconds

LEVEL 13: Mending Shields
25% of the absorb from your Power Word: Shield spell is converted into healing.

Level 16: All are equal
The aoe effect of penance now also applies to heroes.

Level 16: Atonement
Dealing damage with penance now also heals nearby wounded allies for 50% of the damage dealt.

Level 16: Hardened Focus
While above 80% life, your Basic Ability cooldowns regenerate 50% faster.

Level 16: Grace
Penance is now castable while moving.

Level 20: Amplified Silence
Silence now also deals 450 Shadow damage & amplifies the damage the target takes by 25% for 4 seconds.

Level 20: High priests blessing
The target affected by your pain suppression also gains 20% movement speed and is immune to stuns roots silences and slows. Additionally reduces the cd by 15 seconds.

Level 20: Rewind
Activate to reset the cooldowns of your Basic Abilities. Cooldown: 60 seconds

Level 20: Bolt of the storm
Activate to teleport to a nearby location. Cooldown: 40 seconds

Level 20: Spirit of redemption
Upon death, the Priest becomes the Spirit of Redemption for 8 sec.  The Spirit of Redemption cannot move, attack, be attacked, or be targeted by any spells or effects. While in this form the Priest can cast any healing spell free of cost. Penance has no cooldown while in this form. When the effect ends, the Priest dies

Don't think I've ever heared somebody be more wrong. Even weak auto attackers like Casters & Supports SHOULD auto attack all the time in team fights, if you're not, you are doing it wrong.

The basic ability with the highest CD is Dimensional Shift (Tassadar) at 20 seconds, followed by Tyrande's Sentinel (18 sec) and Anub'arak's Burrow Charge (16 sec). Furthermore, plenty of basic abilities have 15 second cooldowns (Blizzard; Lightning Rod; Gazlowe Turrets; Pufferfish; Nova Decoys; Earthbind Totem; Overkill) and even more have 14 sec and 13 sec.

I don't think Battle Momentum is good for a character with weak basic attack, since they don't really want to use their basic attacks often. 4 seconds of immunity will allow you to do not much, especially since you need to hide your real body before, and such the cooldown shouldn't be that high. Also, I never saw a basic ability with cooldown bigger than 12 I think.
