Arcturus Mengsk

Emperor of the Terran Dominion

Mengsk has a very small health pool and must fight within range of his Propaganda Towers to stay alive. While moving through areas where he is vulnerable he is able to call in Dominion Infantry soldiers to escort him. These soldiers are also Mengsk's primary source of damage as he has no basic attack. Deciding when to deploy these units is crucial to successful Mengsk play.

Mengsk's abilities deal high damage, and attempting to assault him within an area he controls could easily prove fatal.


                                      

Combat Trait

Propaganda Tower
Deploy a Propaganda Tower that reduces the damage dealt to Mengsk by 75% while he remains within range. The effect does not stack if there are multiple Propaganda Towers nearby.

Propaganda Towers last 2 minutes, or until they are destroyed. 30 second cooldown.

Primary Abilities

Air Strike
Call in a Viking to strafe a short area in a line for high damage. After this initial attack the Viking will land, switching into Assault Mode and attacking nearby enemies for up to 8 seconds, prioritizing heroes. 15 second cooldown.

Psi Emitter
Deploy a Psi Emitter that emits pulses of Psionic energy, damaging nearby enemies. Minions and mercenaries damaged by the Psi Emitter are stunned for 1.5 seconds. Lasts 12 seconds or until it is killed. Pulses every 4 seconds. 20 second cooldown.

Dominion Infantry
Call in a Dominion soldier that will move with you and attack your target. Damage dealt to Mengsk is reduced by 15% for each active Dominion soldier when he is not within range of a Propaganda Tower. Lasts 10 seconds. 3 charges on a 20 second cooldown.

Dominion soldiers deal high damage.

Heroic Abilities

Xel'Naga Artifact
Deploy the Xel'Naga Artifact that emits a wave of energy in all directions after a short delay. When the wave reaches an enemy hero they are stunned for 1.5 seconds. This effect is doubled against enemy minions and mercenaries. Wave eventually travels over the entire map. 80 second cooldown.

Revolution
Increase the damage of nearby allies by 2% per second and reduces the damage of nearby enemies by 2% per second. Lasts 5 seconds. 60 second cooldown.

This effect is also emitted from each Propaganda Tower (without stacking) and the effect is increased by 1% for each active Propaganda Tower.

Talents

Level 1:
Bribe: Kill enemy minions or captured mercenaries to gain stacks of Bribe. Use 20 stacks to bribe target mercenary, instantly defeating them.
Death From Above: Increase the length of Air Strike's strafe and the attack range of assault mode Vikings by 20%.
Intertial Dampeners: Reduce the damage taken by Vikings by 50% for 2 seconds after they land.
Bodyguards: Increase the damage reduction Mengsk receives from Dominion Infantry soldiers by 5%.
Resonance Frequency: Pulses from Psi Emitters pacify structures for 2 seconds.


Level 4:
Mercenary Lord: Non-boss mercenaries near your hero deal 50% more damage. Reduces damage taken from minions and mercenaries by 50%.
Ripwave Missiles: Increases the damage of Air Strike's initial strafe against non-heroic units and structures by 50%.
Terran Dominion: Permanently increase the radius of Propaganda Towers by 10% every time a Propaganda Tower survives for its full duration.
Recruit: Reduces the cooldown of Dominion Infantry by 0.25 seconds every time you kill a minion or mercenary.

Level 7:
Empire: Reduces the cooldown of Propaganda Tower by 5 seconds for each active Propaganda Tower, to a minimum of 20 seconds.
Sway: Reduces the attack speed of all enemy heroes by 10% while they are within the radius of the same Propaganda Tower as Mengsk.
Psi Lash: Pulses from Psi Emitters stun enemy heroes for 0.5 seconds.
First Aid: Activate to heal over 6 seconds.


Level 10:
Xel'Naga Artifact: Deploy the Xel'Naga Artifact that emits a wave of energy in all directions after a short delay. When the wave reaches an enemy hero they are stunned for 1.5 seconds. This effect is doubled against enemy minions and mercenaries. Wave eventually travels over the entire map. 80 second cooldown.

Level 13:
Heimdallr: Increase the attack damage of assault mode Vikings by 25%, but reduce their duration to 6 seconds. If the Viking survives for the full duration they explode, damaging nearby enemies.
Influence: Activate to slow enemy heroes by 30% for 2 seconds if they are within the radius of the same Propaganda Tower as Mengsk. 45 second cooldown.
Indoctrinated: Dominion Infantry soldiers attack 25% faster while within range of a Propaganda Tower.
Escort Mission: Increases your movement speed by 5% for each active Dominion Infantry soldier. This movement speed is doubled while not in range of a Propaganda Tower.


Level 16:
Dominion Fleet: Gain a second charge of Air Strike.
Executioner Rounds: Dominion Infantry soldier's attacks deal additional damage against heroes equal to 0.75% of their health.
Orbital Deployment: Psi Emitters can be deployed within range of a Propaganda Tower from anywhere on the map, and Psi Emitter gains a second charge.
Super Psi: Each pulse from a Psi Emitter increases in size
and damage by 25%.

Level 20:
Xel'Naga Relay: Your Propaganda Towers will emit a small wave of energy 3 seconds after being hit by the Xel'naga Artifact's wave. These smaller waves have the same effect as the Xel'Naga Artifact.
Fervor: Takedowns by allies under the effect of Revolution increase its duration by 2 seconds plus an additional second for each active Propaganda Tower.
Nexus Infantry: Increases the attack speed and attack range of Dominion Infantry soldiers by 20%.
Bolt Of The Storm: Activate to teleport to a nearby location.

Questions:
Where can he place propaganda towers, psi emmiters.
and where can you call in air strikes
I believe this should be global for all as it shows his map power

He can place his Propaganda towers anywhere he wants. This allows him to move around the battlefield like any other hero; the only thing is his Propaganda towers can be destroyed, denying him the damage reduction, so he has to be careful. Air Strikes are just a normal (although high damage) basic ability, so they're called in within range of him. He's closer in playstyle to Sgt. Hammer than Abathur truthfully.

It would be cool if he could place them ontop of towers with them covering an area of "X by X" I wouldnt know what that would be, and be able to put them in place of old broken towers. Would allow him to push without being OP af.
