Arcturus Mengsk

Emperor of the Dominion, ruler of the Korpulu sector

Arcturus Mengsk is a very famous figure for any SC and even any Blizzard fan

This man represents power of control at it's best, a very powerful "polititian" and a very powerful "businessman" who strongly ruled the Terran

Overall a very powerful, yet, corrupted and a power-willing and rarity-collector person that became Emperor of the Terran Dominion which strongly stood up for 5 years and who knows how much longer if Kerrigan didn't get her revenge

Combat Trait

Emperor's Guards
Mengsk has a semi/permanent squad of 2 Elite Reaper guards that are able to aid him in battle against opponents or be controlled separately to do other things. The Reapers have a 200 + 40 per level HP, 12 + 8 per level damage, and when OOC heal rapidly. These can be used to pick up healing globes and objectives

(CD = 45 sec, re-spawn next to Mengsk, last while not being killed)

Gauss Pistol
Basic attacks of Mengsk do less damage than other heroes (30 + 8 per level) and have 1 less range - BUT - they deal 40% more damage to units that are under a stun/slow effect as well as deal 40% more damage to non-heroic targets that have less that 50% of their max HP

Primary Abilities

Taser Gun
Channel to slow by 25% and reduce attack damage of a nearby opponent by 50% for up to max of 3 sec. The effect is faded over that amount of time that that Taser effect lasted

(50 mana, CD = 12 s, casting range = 3, maximum range before link breakup = 6)

Psi Emitter
Place a (300hp + 20 per level) psi-emitter on a location. The Emitter will continue to create a couple of Zerglings that will continue pushing the nearest lane every 6 sec until getting destroyed.. On their path Zerglings can attack heroes as well but their damage will be halved by doing it

(mana = 60, CD = 14 sec, MAX Duration = 18)

Emperor's March
Mengsk enters in a rather slower-moving tank vehicle, preaching propaganda to units nearby causing them deal and opponents taking more 20% damage, half of it is affected on heroes (10% on friend & foe)

The effect lasts up to 10 seconds on non-heroic, however heroic effect is immediately interrupted when Mengsk gets out of the Vehicle or it gets destroyed

(mana = 75, CD = 20, duration = 5 seconds, 200 + 20 per level = Vehicle HP)

Heroic Abilities

Xel'Naga artifact
Place a destructible Xel'Naga artifact at a target location which will gather energy power and punish nearby opponents that are trying to dish out ability damage. The punishment comes as a result of dealing 20% of their ability damage to themselves and 200% damage of their mana-cost spent

(HP = 225 + 25 per level, Duration = 7 sec, CD = 70, No mana cost, range of effect = 15)

Dominion Intervention
After 2 second channel call forth for a backup of 2 Siege tanks that will siege at that spot where called, and continue pushing unsieged after there are no more targets to hit in original siege-mode area to deal with

ST damage = 45 + 15 per level per hit, 225 + 25 per level HP

Special Mount

Emperor's Flight
Mengsk can use his "ride" (an elite medivac) to get from one spot on the map to another in a rather quick fashion, but killing it will cause Mengsk die as well

CD = 30 sec, duration = 10 sec max, has ability of thrust in a direction as well

Talents

Block: Generic talent

Elastic Wire: Increase Taser Gun's casting start range and max effective range by 25%

Bulletproof & Comfort: Increase duration of Emperor's March and HP of the propaganda vehicle by 25%

C9 Charge: Emperor's Guard Reapers have a small AoE bomb that refreshes every 6 sec on autoattacks

Emperor's luck: Health globe picked by Mengsk or his Guards increase Mengsk's HP by 25 per globe picked, this effect however is halved whenever Mengsk dies

Talents lvl4

Energy field: Psi Emitter now emits a small energy field in which mana cost spending is reduced by 33%

High Voltage: Taser gun's starting effect is 0.5 sec channeled by default, now up to 3.5 sec. fading and increases slow effect to 40%

Xel'Naga energies: Psi emitters now passively deal 3% per second damage to nearby opponents (5 range AoE) where they're placed and cause them deal 30% less damage to nearby targets, this can affect heroes as well but the second effect on heroes is halved, i.e. 15% less damage instead of 30%

Emperor's Hand: Activate to recall the Reaper guard back to self, additionally they deal 20% more damage for the first 2 seconds after being recalled back (CD = 45 sec)

Talents lvl7

Hit the wound: Mengsk's basic attacks deal more damage for more HP missing on the target attacked.. 5% more damage for every 15% missing hp

Safety measure: Reaper squad can now passively lifesteal with their attacks as long as they have more than 50% hp

Merc Lord: Passive

March of the Army: Mengsk instead of entering in an armored vehicle, enters in a siege tank able to attack and trample non-heroic opponents for the duration of the effect

Talents lvl13

Xel'Naga punishment: Taser gun will deal damage and increase it's effects based on target's missing mana (10% of missing mana amount per second)

Insurance Policy: Activate to charge your armored suit to reduce damage taken by 25% from all ability sources for 2.5 seconds, and then deal 50% of it when the effect ends

Psionic link: Psi Emitter now has the ability to steal the nearest opponent summoned unit for 4 seconds after placing

Hercules Dropship: Mengsks now uses HD as his "cavalry ride", has 25% more hp, passengers survive when focused down, and can now hold 2 targets

Talents lvl16

No retaliation: The recently tasered target will miss it's next 2 attacks after the effect ends

Chain effect: Attacking a recently tasered target will heal Mengsk by 35% of the damage dealt for the duration of the effect

Heavy Guard: Reaper Guards now have 25% more HP and their attacks heal mengsk for 25% of damage dealt when near their master

Fury of the Storm

Xel'Naga Charger: Xel'Naga artifact now has a charger "socket" which allows Mengsk to attach one end of his Taser gun while Tasing a hero on it.. Additionally each "beam" caused by the XNA will increase the Taser effect on that hero by 0.75 sec each

Spy mission: Along with the 2 Siege Tanks, Mengsk calls forth an airforce squadron of 2 wraiths.. These will appear at Mengsk's location and he'll be able to retarget them once to designate a target to be stalked. The Wraiths won't attack the target until the opponent discovers/engages the Wraiths or until Mengsk gets hit by that target which was "warranted as wanted" and spied/stalked by Mengsk. If Wraiths are still alive when Mengsk gets his kill then that kill will gain additional 150% EXP
