Emperor of the Dominion

High profile Summoner who never goes without an entourage and who runs the whole show.



Meant to exemplify the idea of a tyrant who eliminates anyone in his way and has absolute control of the media.


Works well with Brightwing, Thrall, and Dehaka.


Excels against Xul, Abathur, and Lt. Morales.


Struggles against Genji, Falstad, and Anub'arak.


Favors Sky Temple, Warhead Junction, and Volskaya Foundry.

Combat Trait

Entourage
You are unable to use Basic Attacks. Instead, you are followed by an Entourage, which initially consists of two Marines that each have 450(+4.5%) health and deal 43(+4%) damage per second to their targets. If your entire Entourage is killed, a new Marine spawns every 15 seconds until you have two once again. You gain an additional Marine for your Entourage every time you gain 3 PR, and your Entourage automatically focuses the target of your Post Bounty ability.
Activate to call your Entourage back to you and force them to abandon their current target(s).

Primary Abilities

Post Bounty
Cooldown: 9 seconds
Activate to Reveal the target enemy and make them lose 10 Armor for 6 seconds. If an enemy is killed while under the effects of Post Bounty, you gain 1 PR (3 if it's a Heroic target). Your Entourage prefers to target enemies affected by Post Bounty.

Propoganda Tower
Cooldown: 16 seconds
Activate to place a Propaganda Tower that has 800(+4%) health and increases the Basic Attack speed of all allied units within its range by 15% until it expires or is destroyed. Propaganda Towers last for 35 seconds.

Field Response Theta
Cooldown: 15 seconds (cooldown starts after the effect of the previous Field Response Theta ends)
Activate to call down a pair of Field Response Medics who each have 500(+4%) health and heal their target(s) for 55(+4%) per second. These Medics heal allies with the priority of Mengsk > Entourage > Minions > Allied heroes, and can be controlled by Mengsk similarly to his Entourage. Field Response Medics last for 25 seconds if they are not killed.

Heroic Abilities

Psi Emitter
Cooldown: 100 seconds
Activate to place down the Psi Emitter, which has 900(+4%) health and Slows all nearby enemies within its radius by 25%. The Psi Emitter also brings 10 Zerglings to the area, which have Hero-like collision capabilities, 330(+4%) health, and deal 20(+4%) damage per second to the nearest enemy. The Psi Emitter and the Zerglings it spawns last for 20 seconds or until they're killed.

Insurance Policy
Cooldown: 70 seconds.
Activate to place down the Xel'naga Keystone, which has 1000(+4%) health, stuns its target for 0.5 seconds, and deals 110(+4%) damage per second to its target. When the Keystone deals damage, it makes all future hits within the duration deal 11(+4%) additional damage, stacking up to 11 times. You can reactivate Insurance Policy to force the Keystone to switch targets. The Keystone lasts for 12 seconds or until it's destroyed.

Special Mount

Relocate
Cooldown: 45 seconds
Activate to call down a Dropship, which picks up Mengsk and up to 7 Marines and takes them to a different area of the map within range (Relocate has similar range to Falstad's Fly). Any additional Marines that were not loaded onto the Dropship begin walking toward Mengsk's new location, ignoring everything else until they reach him.

Talents

Level 1-
- Execution (Q): (Quest) Your Entourage deals 0.3 additional damage per Marine every time an enemy under the effects of Post Bounty is killed, up to a maximum of 30 bonus damage.
- Campaigning (W): If a Propaganda Tower lasts for its whole duration without being destroyed, you gain 1 PR.
- Sons of Korhal (Trait): All living Marines gain 25(+4%) health for every other living Marine.


Level 4-
- Royal Guards (Passive): Your Entourage now takes 50% less damage from Mercenaries. In addition, you and your Propaganda Towers increase the damage of nearby Mercenaries by 50%.
- Hefty Sum (Active): Summoning an Entourage Marine gives you one stack of Bribe. Consume 3 stacks to instantly defeat a single non-Boss Mercenary. You can store up to 18 stacks of Hefty Sum at once.
- Doctor's Orders (E): Allied units healed by Field Response Medics deal 10% additional Basic Attack damage for 5 seconds.


Level 7-
- First, Do No Harm (E): Field Response Medics now prioritize healing allied Heroes over Minions.
Good PR (Trait): Your maximum PR is now 5, and instead of gaining one Marine with every 3 PR, you now gain two Marines with every 5 PR.
- Live Chase (W): Enemies affected by Post Bounty within range of a Propaganda Tower are slowed by 25% either until Post Bounty wears off or they leave the range of the Propaganda Tower.


Level 10-
- Psi Emitter (R1)

Level 13-
- Bodyguards (Trait): Mengsk gains 5 Armor for every living Marine, up to 75.
- On The Air (W): Allies affected by Propaganda Tower now move 15% faster.
- Handsome Reward (Q): Enemies affected by Post Bounty lose an additional 10 Armor, increasing the total to 20.
- Nipped in the Bud (Q): You now have two charges of Post Bounty.


Level 16-
- Media Blitz (W): Allies affected by Propaganda Tower now gain 10% Ability Power.
- Breaking News (W): When allies affected by Propaganda Tower use Basic Attacks, they increase their Basic Attack damage by 5% for 5 seconds, stacking up to 6 times.
- Spacious Bulkhead (Z): Relocate can now bring all of your Marines with you.


Level 20-
- Just Like Tarsonis (R1): Psi Emitter spawns 5 more Zerglings and enemies within range of Psi Emitter are now Slowed by 40%.
- Now, You Die (R2): Insurance Policy can now hit two heroes, and it gains an additional 19(+4%) damage every time it deals damage.
- The Big Guns (Trait): Your Entourage deals 100% additional damage to non-Heroic targets, including Structures.
- Paranoid Ruler (Z): The cooldown of Relocate is now 12 seconds.

It's an acronym for "Public Relations". The overall idea was to have a mechanic baed around Mengsk gaining more resources to work with as he gains public favor by succeeding in the tasks he sets for himself and others

I really enjoy the uniqueness and craziness of this concept. I will suggest some tweaks to Post Bounty and Field Response Theta - Post Bounty's Vulnerability bonus should be 25% instead of 7% to keep in line with all other Vulnerability effects while Field Response Theta's medics should be active for much less than 25 seconds, perhaps about 7, and heal for a bit more.
