Belial

the Lord of Lies

A manipulative Support who shrouds his true intent until it is too late...

Combat Trait

1
A Thousand Schemes
100% of the damage Belial deals is Illusory damage. Illusory damage cannot kill Heroes and will disappear after 5 seconds [completely remove itself, restoring target’s health]. Belial’s basic attacks and abilities reset the duration of Illusory damage.

When an enemy dies while affected by Illusory damage, Belial regains a portion of his lost Mana [1% standard; 5% per structure].

Illusory damage is visible to Belial and his Allies, but appears as normal damage to enemies. Illusory damage is immediately dispelled from a target if the target is revealed by True Sight.

Primary Abilities

1
Deceive
80 mana / 25 second CD / 350 range
[1 second Channel] [Cannot be cast while revealed and the channel is interrupted by Enemy Vision]

Belial takes the form of a chosen Allied Hero, replacing this ability [Q] with their primary ability [Q] and losing access to all of his other abilities [W, E, R]. His base statistics will also transform to that of the chosen Hero.

Deceive may be dispelled by activating Belial’s Trait. Deceive is automatically dispelled after Belial takes lethal damage or is revealed by True Sight. If Belial would take lethal damage while under the effects of Deceive, he assumes his normal form and regains 10% of his Maximum Health [0.2 sec invulnerability/untargetable status during change].
2
Whispers
60 mana / 8 second CD / 500 long, 350 wide cone
[0.2 second delay on cast]

Belial utters dark truths to all targets in an area in front of him, dealing 80 Damage to all enemies. Additionally, Allied Heroes are healed for 150 Health while Enemy Heroes have their Armor Reduced by 10 and are revealed for 4 seconds.
3
Dark Covenant
60 mana / 20 second CD / 750 range

Belial converts an allied caster minion or Cultist into a Coven Sorcerer. Coven Sorcerers have 100% increased Health and their attacks restore 2% of all Allies Maximum Health within 300 radius.

Every 20 seconds, the Sorcerer converts one allied minion into a Cultist that has 25% increased Health and 35% increased Attack Speed but deals 50% less damage to Heroic targets.

Dark Covenant may instead be cast on an Allied Hero other than Belial to restore 20% of their Maximum Mana and grant them a 20% Movement Speed buff that lasts for 3 seconds.

Heroic Abilities

1
Ritual of Moths
100 mana / 90 second CD / global range

Belial marks a visible Fort or Keep for the next 10 seconds. Every second, the structure emanates a dark nova of energy in all directions [650 range] that reduces the armor of enemies hit by 3 for 5 seconds, stacking up to 10 times. If the structure is destroyed during this time, a wave of 6 Cultists are released.

[Passive:] If a Cultist is chosen to become a Covenant Sorcerer the range of its healing aura is increased by 100%.
2
Moment of Weakness
100 mana / 100 second cooldown / 550 range
[1.0 second channel time]

The nearest Enemy Hero loses their Allegiance and becomes Allied to Belial for the next 8 seconds. Casting Moment of Weakness dispels all Active Deceptions.

Special Mount

1
Shadow Bridge
40 second CD
[1.5 second channel]

After channeling, Belial instantly transports to the site of a Cultist, Coven Sorcerer, or allied Structure.

After arriving at a Coven Sorcerer or Cultist, Belial consumes the unit to restore 10% of his Maximum Health and Mana.

The Body of Evil

Belial has the following bases statistics:

Health: 1320
Health Regen: 4.8
Attack Damage: 107
Attack Speed: 0.85
Attack Range: 500
Mana and Mana Regen: Standard
Base size: Tyrande/Standard

Belial is a fragile Support - Utility Hero who must remain behind Allies while in his true form. With above average Auto Attack Damage and a healthy range, Belial is able to contribute to skirmishes more meaningfully than many other Supports, but bare in mind that the majority of Belial's damage will almost always fade away due largely to his unique Illusory damage mechanic.

What makes Belial interesting is that he can largely ignore the base restrictions of his class at a numerical level by assuming the strengths or weaknesses of his Allies through Deceive. By mimicking a tankier Ally, Belial could position himself much closer to enemies in order to pull of a clutch Whispers, or a devastating Moment of Weakness. Alternatively, assuming the form and function of a more threatening Ally such as an Assassin might allow Belial to reposition the enemy team indirectly.

Belial's base statistics highlight his delicate yet deceptively powerful nature, taunting enemies to dive or commit to self-destructive tactics.

A Very Specific Skillset

Belial's Talents allow him to develop as more of a traditional Support [healing, mitigation, some utility], as an optional Siege damage dealer [global presence, minion focus, cross map threat], or as a Sustained Damage/Ambush option [Illusory Damage mitigation, Auto Attacks, Summons].

Tier 1

Petty Illusions [A Thousand Schemes] - A Thousand Schemes only converts 50% of Belial

A Specialist Support

Specialists occupy a catch-all category that include Seige damage threats, unique Ally interactions, and Heroes that alter the normal pattern of a game. Belial satisfies all of these qualifications, but isn't as durable, potent, or threatening enough to warrant a Specialist classification. So much of Belial requires the presence and participation of Allies that he cannot win without directly interacting with them.

Belial's power is based around his ability to have the enemy question their imperfect knowledge through Deceive [which Raynor is the real one?] and A Thousand Schemes [should the Healer spend heals on damage that might just fade away?]. Dark Covenant is powerful if left to grow unchecked and Whispers is a purely supportive ability, benefiting Belial's teammates far more than Belial himself.

Belial's Heroics follow the same pattern of enabling others while still retaining a feeling of control or mastermind power. Perhaps Belial encourages his team to take out specific buildings with Ritual of the Moth. Or perhaps Belial feels he can remove the enemy front or back line presence with a well timed Moment of Weakness, both ultimates can turn the tide of a close game, but neither enable Belial by himself to push through objectives or fight through an enemy teamfight.

When playing Belial it is tempting to imagine yourself as a push enabling machine, but it's more effective to taunt enemies with well timed Illusory damage than it is to storm the gates of their more fortified positions. Forcing enemy Supports to waste resources on imaginary threats can be more destructive than outright destroying towers and gates, a lesson many Specialists have learned the hard way.

Ultimately, I feel Belial is a rare chance for HotS to explore the more "strategy" oriented Supports without having to dip their toes back into the increasingly crowded Specialist pool.

I'd love to hear your ideas on this concept, and I apologize for any formatting ugliness, I haven't quite adapted to HF yet. It also goes without saying that all of the images and characters I use are not of my design/origination and should be credited to their respective creators. Thank you!
