TRAIT
Demon of Many Talents

Activate to replace a talent with another talent from the same tier. Quest progress is lost when its talent is replaced, but completed Quest rewards persist. Cannot be used to change Heroic or Storm talents, but can be used while dead.
Cooldown: 20 seconds Given that Belial is the Lord of Lies, it made sense to make his trait something to help him to deceive his enemies and grant him the fluidity to live up to whatever disguise he’s wearing at the moment. The ability to reselect talents fits that very well, giving Belial the ability to change his specializations on the fly (as well as hide that specialization from all but the most dutiful talent checkers). Making Quest rewards persist was done for two reasons, the first of which being that it allows for a high skill ceiling, letting skilled players complete multiple quests on a tier. The second reason was the most compelling for me, though - it allows me to turn the quest system on its head in the Level 13 talent tier. In this tier, completing the quest is something that players don’t want to do, as it takes away the talent’s bonus forever. For most Heroes this would be way too punishing, but Belial can simply choose a new talent! It also makes for some fun, thematic wordplay with the talent names - they’re all declarative statements (or, in Belial’s case, lies) that get “proven wrong” when he’s killed, forcing him to choose a new lie.

Q ABILITY
Impersonate

Grant target allied Hero Invisible and Unrevealable for 0.5 seconds. Upon expiration, summon a Doppelgänger of that Hero nearby for 3.5 seconds with 100% of their current Health and any Shields granted by Ellusory. The Doppelgänger can move and Basic Attack, but only deals 59 (+4% per level) damage per second. Whenever a Doppelgänger takes damage, it deals that amount of damage to itself, effectively doubling the damage it takes. Reactivate to move or retarget the Doppelgänger.

This ability allows Belial to trick his enemies into attacking the wrong Hero, and also provides a modest damage boost to players who can micro well. This ability specifically grants Invisible (rather than Stealth) because it needs to completely hide the target momentarily - otherwise it would be too easy to determine which is the copy.

Spell Power increases Doppelgängers’ damage per second. And though the Doppelgänger’s damage per second is what is listed, Doppelgängers will still use the copied Hero’s attack speed, which means the actual amount of damage per attack will be variable. For example: if a level one Belial with 25% Spell Power copies himself (0.8 attacks per second), the Doppelgänger would do 74 damage per attack (59 * 125% * [1 / 0.8] ). If he copied Zarya (4 attacks per second), the Doppelgänger would do 18 damage per attack (59 * 125% * [1 / 4] ).

If Seeing Triple is taken, Belial gets an additional active ability to control the second Doppelgänger.

The House of Mirrors talent mentions that Mirror Doppelgängers “mirror the actions of their original hero.” That means if the original Hero moves, the Mirror Doppelgängers will move in a different direction, or if the original Hero attacks a target, the Mirror Doppelgängers will attempt to attack that target.

W ABILITY
Ellusory

Transfer Belial’s current Shield to target allied Hero for 3 seconds. Upon expiration or breaking, Belial regains Shields equal to 35% of the damage absorbed. If Ellusory is copied when Belial casts Impersonate, Belial only regains Shields for damage absorbed on Ellusory’s original target. Cannot be used on Belial or Doppelgängers of Belial.

Passive: Belial has a permanent Shield equal to 25% of his max Health, which regenerates at 2% of his max Health per second.

I wanted to make the Lord of Lies hard to hit, but granting Dodge or Armor didn’t seem like the right way to go about it (and would also actively work against his E ability), so I decided that having Shields was a reasonable analogue for that evasiveness. The ability’s name is purposely misspelled, as it’s a combination of the words “Elusory” and “Illusory.” Giving him the ability to transfer his Shield also gives him some team utility by allowing him to prevent damage on his allies. I like that the ability has a “natural cooldown” in that Belial needs to build up his Shields, or giving them to an ally wouldn’t have much impact (this is also the reason for the Shield restoration based on absorbed damage component - it allows skillful players to help allies without sacrificing too much of their own survivability).

E ABILITY
Misdirect

Deal 140 (+4% per level) damage to an enemy Hero after 3 seconds. This damage is increased by 100% of the damage Belial receives from Heroes during those 3 seconds, up to 640 (+4% per level). Misdirect deals no damage if Belial dies before it expires.

Tricking an enemy into hurting themselves is an extremely fitting ability for the Lord of Lies. It also synergizes well with Ellusory - Belial can build up a Shield and then turn that Shield into damage by getting enemies to hurt him while Misdirect is up. I wanted to discourage unskilled players from diving and dying too often, though, so I negated the damage if the player got themselves killed, and also made it so that non-Heroic damage (e.g. towers) wouldn’t contribute to the damage total, so players couldn’t just tower-dive in an attempt to max out the damage.

Spell Power is applied to the total amount of damage dealt. For example, if Belial had 25% Spell Power at level one and received 1000 damage from Heroes while Misdirect was active, he would deal 800 damage to the target (640 * 125%).

FIRST HEROIC ABILITY
Tenebris

After 0.75 seconds, create a field of darkness that lasts 4.5 seconds. While in the field, enemy Heroes’ vision is greatly reduced.

Area: 6 radius circle
While the battle with Belial in Diablo III involved him transforming into some giant dinosaur thing, I didn’t think that fit too well into Heroes of the Storm. So, instead I went with something focused more around illusions: preventing your enemies from seeing what’s going on. Manipulating vision isn’t something we see too much of, and I thought this would be the perfect opportunity to play with that mechanic some more. The vision reduction of Tenebris would be much like the vision reduction inflicted by Dehaka’s Isolation Heroic.

SECOND HEROIC ABILITY
Slander

After 0.5 seconds, Silence a target Hero and force them to attack Belial for 3 seconds. Unlimited range.

How could one play as the Lord of Lies without the ability to throw outrageous, insulting falsehoods at one’s opponents? Giving Belial a taunt could not be more perfect, both in that the very definition of “taunt” is to provoke someone, and in that it synergizes well with Misdirect. I gave it unlimited range to open up cool plays like pulling an enemy off of an objective or capture point, or goading an enemy into running into your towers.

Level 1 Talents

Who’s In Charge Here?
Impersonate can target enemy Minions. Casting Impersonate on an enemy Minion forces all nearby enemy Minions of that type to fight for Belial’s team instead of its normal effect.
Rumormonger
Belial earns 50% of all uncollected Experience.
Counting Coup
Basic Attacks against Heroes by Belial or Doppelgängers grant a stack of Bribe. Belial can use 30 stacks to bribe a Mercenary, instantly defeating them. Stacks are retained and can be spent if this talent is replaced, but cannot be gained until this talent is reselected. Does not work on Elite Mercenaries. Maximum 150 stacks of Bribe.

Level 4 Talents

The Prestige
Increase Doppelgängers’ damage by 35%.
Quest: Cast Impersonate 35 times.
Reward: Impersonate now grants Invisible and Unrevealable for 1 second and Doppelgängers now last 5 seconds.
Unbelievable Recovery
Increase Ellusory’s max Shield to 30% of Belial’s max Health.
Quest: Absorb 6000 damage with Ellusory on other Heroes.
Reward: Belial now regains 70% of the damage absorbed by Ellusory on other Heroes.
Help Me Hurt You
Misdirect’s damage is now increased by 125% of the damage Belial receives from Heroes while it is active. This does not increase its maximum damage.
Quest: Deal 9000 damage with Misdirect.
Reward: Misdirect deals an additional 5% of its damage per second for 5 seconds. Basic Attacks by Belial or Doppelgängers increase this effect’s duration by 0.5 seconds.

Level 7 Talents

Kawarimi
Allies can target their Doppelgänger to switch locations with it. Can only occur once per Doppelgänger.
Quicksilver Tongue
Ellusory’s Shield also grants 5% Movement Speed. This bonus is quintupled on other Heroes.
Tactical Retreat
Gain Unstoppable for 2 seconds after Misdirect expires.

Level 13 Talents

I Am Invincible
Increase max Health by 25%. This effect increases Ellusory’s max Shield accordingly.
Quest: Die.
Reward: This talent no longer provides any bonus.
I Am Unstoppable
Gain 15% Movement Speed.
Quest: Die.
Reward: This talent no longer provides any bonus.
I Am Inevitable
Gain 25% Spell Power.
Quest: Die.
Reward: This talent no longer provides any bonus.
I Am Perfectly Balanced
Increase max Health by 5%, gain 5% Movement Speed, and gain 5% Spell Power. This effect increases Ellusory’s max Shield accordingly.

Level 16 Talents

Seeing Triple
Impersonate now summons 2 Doppelgängers.
Artful Dodging
If Ellusory is broken before expiring on other Heroes, its cooldown is reduced to 1 second.
It Was Them, Not Me!
Cooldown: 15 seconds
Range: Unlimited
Choose an allied Hero. Misdirect’s damage is now increased by Heroic damage received by that Hero instead of Belial. That Hero also benefits from Help Me Hurt You and/or Tactical Retreat if those talents are active. Belial can cast this on himself to reset this effect, and this effect is reset if this talent is replaced.

Storm Talents

See No Evil, Hear No Evil, Speak No Evil
Tenebris lasts 1.5 seconds longer and Blinds and Silences enemies that enter it for 1 second. Leaving and reentering Tenebris retriggers this effect.
Words Will Always Hurt You
While Slander is active, each Basic Attack made by Slander’s target reduces Slander’s cooldown by 14 seconds, up to 70 seconds.
Lies Never Die
When Belial is killed by Heroic damage, he instantly revives at the Hall of Storms. For the duration of his respawn time he cannot leave the Hall of Storms, his Spell Power and max Health is reduced by 25%, and his max Mana is reduced to 90, but his Basic Abilities gain unlimited range.
House of Mirrors
Cooldown: 90 seconds
Range: 8
Grant nearby allied Heroes Invisible and Unrevealable for 0.5 seconds. Upon expiring, create 4 Mirror Doppelgängers of each affected Hero. Mirror Doppelgängers last for 4 seconds, deal no damage, and cannot be controlled, but mirror the actions of their original Hero.

Passive: Doppelgängers no longer take additional damage, effectively increasing their health by 50%.
