Lying Deciever

Belial, the Lord of Lies, is one of the Lesser Evils. It was he who convinced Azmodan to help him overthrow the Prime Evils and take over Hell for themselves. He later found himself in disagreement with Azmodan and they fought each other, but later worked together to prepare an invasion of Sanctuary. Belial posessed influential people in the hopes of manipulating the mortals to his designs but ultimately his plans were thwarted and he was slain by the Nephalem. A demon never truly dies, however, and the Lord of Lies has many plans that have yet to unfold.

Belial is a peculiar support, with limited direct healing but many ways of helping out in roundabout ways. The mindgames and confusion he can spread among enemies is his real strength. The unpredictability he could bring into a match would breathe whole new life into the game. As a standard support his healing output is slower-paced AoE healing, but he can also provide conditional single-target healing, and that's not factoring in the possible damage mitigation by simply confusing the enemy. His overall kit works best with high-threat heroes on the team, but he can work as a second support in many other compositions. As for his potency as a standard hero, his basic attacks are melee and he has an okay health pool, so he's not a fantastic assassin.

The biggest selling point of Belial is his trait, Deception, which has two factors. The first is that the enemy can't see what your health is at, because it's obscured by a demonic visual effect. This means that if he's at low health, full health, the enemy never knows. He can press the attack at 1hp and the enemy won't know to focus him. It's an extremely strong tool that a skilled player can make good use of, but enemy skilled players might be able to guess what your health is at, or simply burst you down regardless. Luckily your allies and yourself can see how much health you have so they can protect you if necessary. The second aspect is the active component, which lets you disguise yourself as an allied hero, down to their equipped skin and nametag, allowing for some cunning uses. Consider cloning an ETC and moving forwards, pushing the enemy back for fear of Mosh Pit. Damage and disables will not break the facade, however if you actually take lethal damage you will still die.

Pestilence is a point-blank ranged attack with okay range, but it's not a poking ability, in fact it's more defensive than otherwise since it deals no damage if they're out of range. The healing is okay, it's cheap and spammable, but both the damage and healing can be outrun encouraging you to stay at close proximity. Voice of Lies convinces enemies to stay in your range so you can hit them, and since it has more range than your basic attacks giving the enemy an annoying little DoT might convince them to stay in range. When they stay in range is when they get hit by a decently strong attack speed slow, which can help you stay alive longer up close and personal, but it's less problematic than the damage. Lastly, Soul Pact is a very powerful buff to a target ally, granting them a small amount of damage and essentially 9% lifesteal on all damage dealt at the cost of slightly increased damage taken, allowing for a large amount of burst healing on a strong damage dealer. It can be cancelled on a whim if you fear they might take damage, but still, try not to kill your teammates.

Deal with the Devil is quite versatile and provides lots of denial, with a shield that isn't too large, but if broken deals damage and weakens enemies all around. It's quite potent against bursty comps and can be used at nearly any time, but can be countered in the same way as Divine Palm in coordinated teams. Still, a shield is always welcome. Meanwhile Manifesto is more subtle with its usage. You infiltrate an enemy hero, becoming unable to be removed except by allies of the hero and freely cast spells from their position, after which you jump out and away. This provides a remarkable level of defense and mobility, and can be amazing in tandem with a dive composition. Be warned that the target's allies can remove you from the host by hitting the avatar above the host's head, and be very wary of mobile heroes who can put you out of position.

Deception
20 second cooldown

Belial changes his appearance to that of the target allied hero after a 1 second channel, with his health bar mimicking theirs. Casting an ability, basic attacking, or channeling, will end the effect.

Passive: Belial's health bar status is concealed from the enemy while not transformed.

Primary Abilities

Fly Swarm
20 mana - 2 second cooldown

Release a slow swarm of flies after each ally and enemy hero in range, dealing 89 (+4% per level) damage to enemies and healing allies for 89 (+4% per level) health. Flies disappear after 6 seconds of travel.

Voice of Lies
50 mana - 11 second cooldown

Hit all enemy heroes in a thin cone causing them to take 28 (+4% per level) damage per second for 3 seconds, damage is increased by 100% against enemies greater than 3 range away. Enemies less than 3 range away have their attack speed slowed by 40%.

Soul Pact
75 mana - 8s cooldown (starts at end of effect)

Target allied hero gains 10% bonus damage and heal based on the bonus damage dealt but have their armor reduced by 10 for 5 seconds. Can be reactivated to cancel.

Grant the target ally a 460 (+4% per level) shield for 3 seconds. If the shield is destroyed then all enemies in a large AoE take 230 (+4% per level) damage and have their spell damage reduced by 50% for 3 seconds.

Manifesto
60 mana - 30 second cooldown.

Become untargetable and create an avatar above the target enemy hero with 841 (+4% per level) health. Can cast abilities from the target's position but cannot attack the host. Recast after 1 second teleports to the target location near the host, and Belial is automatically removed if the avatar is destroyed.

Talents

[Level 1]
Deceiver of Fools: Nearby allied minion or hero deaths grant stacks, 15 stacks grant a charge of Bribe. Max 60 stacks.
Mending Gnats: Fly Swarm heals an additional 72 (+4% per level) health over 3 seconds, bonus healing ends if damage is taken.
Conniving: Experience collection range increased by 15%.


[Level 4]
False Promises: Soul Pact can be cast on enemy heroes, and the armor reduction is increased to 20 when used this way.
Travelling Plague: Fly Swarm range and speed are increased.
Hypocrisy: Voice of Lies grants Belial and all allies hit 10% increased attack speed for 3 seconds.


[Level 7]
Hidden Schemes: Belial is not shown to enemies on the minimap.
Unholy Infusion: Activate to gain the permanent effects of Soul Pact. Can be cancelled, 5 second cooldown.
Backstabber: Basic attacks deal 100% increased damage when hitting heroes in the back.


[Level 10]
Deal with the Devil: Give an ally a shield that damages enemies on breaking.
Manifesto: Enter the body of an enemy to attack.


[Level 13]
Devouring Locusts: Nearby allied hero deaths restore 366 (+4% per level) health to Belial.
Disillusion: Voice of Lies deals 131 (+4% per level) damage on impact, and the attack speeapplies up to 5.5 range awayapplied.
Pestilence: Each enemy hit by Fly Swarm increases the damage of Fly Swarm by 5% for 6 seconds up to 40%. On reaching 40%, it also grants allie124a 89 (+4% per level) health shie3d for 2 seconds.


[Level 16]
Likeness of a Liar: Reduce the cooldown of Deception by 10 seconds, and Deception causes the target allied hero to take on the appearance of Belial.
Dark Covenant: Soul Pact lasts 3 seconds longer, and allies heal based on 200% of the bonus damage dealt.
Expunge: Activate to remove all damage-over-time effects from the target allied hero and increase their healing received by 30% for 4 seconds. 40 second cooldown.


[Level 20]
Hallucination: Deal With the Devil grants the target evasion and 25% increased movement speed for 3 seconds on breaking the shield.
Effigy: Manifesto can basic attack with +2 range, and the avatar can be healed.
Seeing is Believing: Allied heroes near Belial have their health bars concealed from the enemy.
Betrayal: Activate to instantly swap positions with an allied hero or minion. 60 second cooldown.

Notes

This sono***un. Usually designs take like an hour to type up, maybe longer if I hit a roadblock. There are a few exceptions to this and most of the time if I get one aspect of the character figured out the rest comes naturally. NOT SO WITH THIS GUY. Literally all I had going for me was the transformation thing, but his role was impossible to pin down, and his abilities didn't exist anywhere. I kept coming back to him to see if I could make it work, and then just left it because there were better things I could be doing. I did that 3 times before I finally decided to focus on the deception side of his character, and from there things slowly coalesced. Things still took an ungodly amount of time though, especially his talents. In the end we got a character that seems like he would find some cool niche play, and might seem like cancer to some players, but only if they don't understand my genius! (I'm so done. Hope you enjoy my design.)
