Talents

Tier 1

Scouting Drone: Cooldown: 45 seconds. 
Places a Scouting Drone at target location, revealing a large area around it for 45 seconds. This drone cannot be hidden and is killed by enemies with 2 Basic Attacks. Stores up to 2 charges.
Party Cannon
Increases the range that Party Packages can be thrown by 30%.
Dance Moves
Movement speed is increased while using Static Whirlwind by 15%.
Party Pooper
Party G.R.E.N.A.D.E deals 65 (+10 per level) damage to minions and mercenaries.

Tier 2

Healing Ward: Cooldown: 60 seconds.
Activate to place a ward on the ground that heals allies in an area for 1.95% of their max Health every second for 10 seconds.
Overloaded Whirlwind:
Static Whirlwind hits an additional 2 targets for 50% damage each second.
Protective Shield: Cooldown: 60 seconds.
Activate to shield an allied Hero for 15% of their max Health for 5 seconds.
Party Mallet
Basic attacks reduce Blingtron's primary ability cooldowns by 0.5 seconds.

Tier 3

Self Repair: Cooldown: 45 seconds.
Channel to regenerate 25% of your health over 4 seconds.
Partied Out:
After Party G.R.E.N.A.D.E. fades, the movement speed of affected targets is slowed by 15% for 2 seconds.
Explosive Surprise:
When Blingtron's Party Package lands on an allied hero, it deals 40 (+5 per level) damage to all targets around the hero.
Reflective Dome:
D.I.S.C.O. Fever also reduces ability damage taken by 50% when activated and for its duration.

Tier 4

Blingtron Assimilation: Charge Cooldown: 20 seconds.
Holds up to 3 charges.
Transforms a nearby minion into a mini Blingtron. The blingtron will periodically cast weakened versions of Blingtron's abilities. When a Blingtron dies, nearby blingtrons become slightly stronger up to 5 stacks including yourself. Each stack provides 4% bonus health and damage. At 5 stacks, nearby enemies are slowed by 5% and take 6.2 (+1.1 per level) damage each second.
Party Package: Cooldown: 90 seconds.
Throw a gift at a target allied hero granting them 15% movement speed, 15% damage reduction, 5% bonus damage dealt, 50% chance for enemy basic attacks to miss, restoring 120 (+25 per level) Health each second, and restoring 2% mana each second for 5 seconds.

Tier 5

Durable Party Pack:
Effects from Blingtron's Gift Package last an additional second.
Stuffed Party Pack:
Blingtron's Gift Package provides an additional different random effect.
Soothing Party Pack:
Blingtron's Gift Package heals for an additional 30%.

Tier 6

Heavy Impact G.R.E.N.A.D.E.S.:
Party G.R.E.N.A.D.E. forces enemy heroes to dance for 1 second and stuns minions and mercenaries for 1 second.
High Voltage Discharge:
Increases Static Whirlwinds range by 33%, lasts 3 seconds, and allows Static Whirlwind to stack on targets up to 3 times.
Multigift:
Blingtron's Gift Package hits a nearby an additional allied Hero or mini blingtron, but it's cooldown is increased by 4 seconds.
Get Down Tonight:
You may activate your D.I.S.C.O. Fever with a 45 second cooldown. It will also affect your nearby allies.

Tier 7

Bling Bling:
Blingtron assimilation can now hold 5 charges, its charge cooldown is reduced by 5 seconds, and it has a global range.
Life of the Party:
Reduces the cooldown of Party Package by 30 seconds. Allied Heroes near the target gain 1/4th of the effects of Party Package.
Panic at the D.I.S.C.O.:
The effects of D.I.S.C.O. fever last an additional second.
Storm Shield: Cooldown: 60 seconds.
Activate to give all nearby allied Heroes a Shield for 20% of their max health for 3 seconds.

It seems really well thought out. I can see him being a support play style similar to Tyrande, where you can't rely on her healing to much, but her other skills make her an excellent support.

I am torn.

On the one hand, he'd never be used in competitive play because his effects are random and thus unreliable.

On the other, he looks like hilarious fun in Quick Match, and you can't get rid of the random element without losing what makes him Blingtron.
