I really like this concept.

I have just 2 issues.

1) Tauren chieftain isn't exactly proper heroic for warrior. Maybe you could think up something more creative and helpful during team fights.

2) Lack of active damage mitigation in basic kit. Perhaps you could add some active ability to his trait.

I agree with this. Perhaps an active to gain a few charges of an overall damage reduction.

I got a vague feeling he would be like a warrior specialist based on the fact he has Mercenary Lord, much like Anub'arak. Depending on how powerful the Tauren is it could put some good pressure on the enemy. The level 20 talent has some team fight potential. The connection toward being a lane pusher could be strengthened however.

It is a pretty rough concept overall.

Not bad at all for rough concept. I would not mind to see Cairne as this in the game.

Great Concept! I really like your Tauren Chieftain Heroic and the way you adapted Endurance Aura to the game. It seems he could be a capable warrior. I look forward to seeing some others.

A few thoughts on some abilities.

Reincarnation is a little bit harder to make different enough from Leoric or Uther or even Diablo. If you tweaked it a little more I think it could be a more unique ability. A suggestion would be to make it a hybrid of the three. Something like Not having a death timer and spawning instantly at the base. At lvl 20 spawning instead next to the closest Ally from where you died? As a warrior appearing next to an ally after you died is a great advantage to your team as you can re-engage quickly.

Your talents need to either be in Tiers 1 - 7 or Lvl 1, Lvl 4, Lvl 7. As it seems you have it a little mixed up. The talents themselves are a good start.

A few to point out,

Cleave at Lvl 1 seems out of place. No Hero's currently have an active ability as their first talent, as this is when you want some sustain, not damage. It also feels like you really just wanted to add the ability. I recommend you change it to a passive that causes basic attacks to splash. Similar to Anubaracks Locust Needles at Lvl 4.

Stacking Block is a little op in my opinion. Giving your team that many blocks would make it pretty hard to engage your team and any auto-attack heros would be at too much of a disadvantage against really everyone. You could give it a talent to extend the range of Endurance Aura at Lvl 13. I would say that Aura Mastery should be Lvl 16 as its really good but not too op.
