Elisande

Grand Magistrix

Suramar, once the beaming city of all Elf civilization on Azeroth, has a long and steady culture to the connections of Arcane. Grand Magistrix Elisande, leader of the Nightborne of Suramar for thousands of years, is one of the world's most talented Mage, a master over time manipulation itself.

Within the Nexus, she holds a deep connection to all magic surrounding her, and with it... she shall destroy all who stand in her way.

Strenghts:
Burst Damage
Sturdy for a Mage

Weaknesses:
Cooldown dependant
Requires good timing and positioning

Stats:
Health: 1750(+4% per level)
Health Regen: 5 (+4% per level)
Attack Speed: 2 per second
Attack Range: 5.5
Basic Attack Damage: 50 (+4% per level)

Combat Trait

1
Power over Time
Elisande uses Timepower to cast her abilities, able to hold up to 100 Timepower and regenerating it with Cascadent Star.

Saved by Time:
If Elisande suffers fatal damage whilst having 100 Timepower, consume it to bring her back to the position and health she was at 20 seconds ago. This effect has a 120 seconds cooldown.

Primary Abilities

1
Cascadent Star
Cooldown: 3 seconds

Elisande hurls a Star forward, dealing 30-150 damage to the first enemy hit, generating 5-25 Timepower. Damage and Timepower increases the further it travels.

Casting it at 100 Timepower, Cascadent Star deals it's maximum damage no matter how far it travels.
2
Delphuric Beam
Timepower: 25
Cooldown: 5 seconds

Target an enemy. After 2 seconds a beam is shot in their direction, dealing 200 damage to the first enemy in it's path.

Casting it at 100 Timepower, Delphuric Beam hits all enemies in it's path instead.
3
Expedience
Cooldown: 15 seconds

For the next 5 seconds, Cascadent Star generates double Timepower and only has a 1.5 second cooldown.

Casting it at 100 Timepower instead causes Delphuric Beam to shoot out 1.75 seconds earlier and cost no Timepower.

Heroic Abilities

1
Conflexive Blast
Timepower: 30
Cooldown: 10 seconds
Charges: 3

Mark an enemy. After 30 seconds, they are blasted for 1000 damage. Being hit by Cascadent Star reduces the detonation time by 4 seconds, and Delphuric Beam reduces it by 12 seconds.
2
Arcanetic Ring
Timepower: 75
Cooldown: 60 seconds

Summon a Ring of Arcane that slowly collapses inwards on itself, dealing 50 damage every half a second to enemies caught in the ring. Gain 3 Timepower everytime an enemy hero is damaged by Arcanetic Ring.

Talents

Level 1

Timewarp:
Expedience lasts for an extra second and also reduces Saved by Time's cooldown by 15 seconds.

Hastened Beam:
Delphuric Beam charges up 0.75 seconds faster. Casting Delphuric Beam at 100 Timepower reduces the charge time by an additional 0.75 seconds.

Timewalker:
Reduce the cooldown of Saved by Time by 30 seconds, but it brings Elisande back only 10 seconds ago.

Level 4

Dying Star:
Cascadent Star leaves behind a Timerift, which detonates 2 seconds later, dealing damage equal to what the star did to all enemies inside of it.

Insight:
Quest: Generate 1000 Timepower whilst under Expedience.
Reward: Expedience causes Elisande's heroic ability to cooldown 100% faster for the duration.

Galactic Path:
Cascadent Star leaves behind mystical dust for 3 seconds, which increases allied movement speed by 10% whilst they are in it.

Level 7

Double Time:
Every 30 seconds, Elisande's next Cascadent Star or Delphuric Beam casts a second time 1 second afterwards, targeting a different, nearby enemy, prioritizing heroes. The cooldown of Double Time is reduced by 5 seconds everytime Elisande attacks.

Ablating Explosion:
Timepower: 10
Cooldown: 3 seconds
Activate to cause Elisande's next basic attack to deal 100% more damage to the target and 2 additional enemies near it.

Power Up:
Each Cascadent Star during Expedience causes further ones during the same Expedience to deal 25% more damage.

Beam Up:
Delphuric Beam causes the last enemy hit to launch a beam back to Elisande 1.5 seconds later, dealing 100 damage in it's path.

Level 10

Conflexive Blast:
Timepower: 30
Cooldown: 15 seconds
Charges: 3

Mark an enemy. After 30 seconds, they are blasted for 1000 damage. Being hit by Cascadent Star reduces the detonation time by 4 seconds, and Delphuric Beam reduces it by 12 seconds.

Arcanetic Ring:
Timepower: 75
Cooldown: 60 seconds

Summon a Ring of Arcane that slowly collapses inwards on itself, dealing 50 damage every half a second to enemies caught in the ring. Gain 3 Timepower everytime an enemy hero is damaged by Arcanetic Ring.

Level 13

Recursion:
Cascadent Star leaves behind a zone of Slow Time, slowing the attack and movement speed of all enemies in it by 30%. The zone lasts until another Cascadent Star is cast.

Boundless Power:
Elisande can hold 25 more Timepower. Reduce the cooldown of Cascadent Star by 1 second.

Expansive Knowledge:
Elisande generates 2 Timepower every half a second during Expedience.

Level 16

Epocheric:
Delphuric Beam leaves behind a Timewarped copy of Elisande. Elisande's next Cascadent Star also causes one to shoot out from the copy at the direction where the original is shot.

Magistrix's Spellblade:
Elisande's basic attacks become melee but deal Spell Damage instead. Basic attacks also deal 30% more damage and grant 5 Timepower everytime she attacks.

Telemancy:
Expedience leaves behind a Rune at Elisande's location. When Expedience expires, she teleports to the rune.

Level 20

Unstable Magic:
Conflexive Blast detonates immediately if the target is hit by a maximum power Cascadent Star.

Layers of Time:
After collapsing, the Arcanetic Ring expands outwards to it's original position, dealing 50% more damage.

Nova:
After hitting an enemy hero with Cascadent Star, a wave of power expands from it's detonation, dealing 50 damage to all enemies caught in it's wake. The wave expands up to 500% farther and deals up to 250% more damage, based on the Cascadent Star's power.

Chaos Theory:
The target of the Delphuric Beam shoots out an additional Beam at a random nearby enemy hero 2 seconds after detonating. The chain continues until one Beam is interrupted.

Infinite Timelines:
Saved by Time allows Elisande to choose the location she will appear at. If she takes Fatal Damage 5 seconds after teleporting, she is brought back to the location one more time.

Got a few notes regarding this one overall:

1 = 20 second timelapse is not much practical, unless it's designed to reverse rotations.. Just like Tracer 3-4 sec. timelapse in a fight should work better overall.. Again = unless you're thinking onto designing a rotation-advantage type of ability/hero

2 = E ability is very "meh" IMO, unless it empowers allies nearby as well but then again is/should she be a mage played with other mages type of hero or what's the main idea behind it though ?.. If anything I think that maybe, MAYBE, you could make the beam heal so increased ability power would mean more heal, OR even better ? = make her abilities while the Rune is on the ground do a reverse effect i.e. heal instead of damage (maybe reverse other spells in it's area as well ?, not sure).. Regardless = long-story-short, the Rune is very much "meh" in it's core design IMO

Other than that feels good design and I love how the spells have a special/different effect when on 100% Timepower :)

Personally looking back at her abilities with a fresh mind, I am considering switching rune out for another ability with a more straightforward effect.
