FENIX

teir 1 talents (lv1)

Regeneration master: Increase health regeneration by picking up Regeneration globes.

Block: Reduces enemy basic attack by 50%, stores up to 2 charges.

Zealous: Relentless (Trait 2) also gives 10% attack speed for each basic attack, stacking up to 3 times. Dragoon Form will also increase Fenix's attack speed by 10%.

Photon shield: Decrease particle shield (Trait 1) and Hardened shield (Trait 4) cooldown by 3 seconds.

teir 2 talents (lv4)

Focused attacks: Every 10 seconds, you next basic attack deals 75% additional damage. Basic attacks reduce this cooldown by 1 second.

Superiority: Reduce damage taken by minions, structures and mercenaries by 50%.

Greater dash: Increase dash (E1) distance by 20% and Crushing Stomp's (E2) range by 1.

Vampiric strike: basic attacks heal for 25% of the damage dealt to the primary target.

Overloaded blades: Increase Charged blade's (Q1) damage to 30% additional damage and Energy Blast's (Q2) damage by 10%.

Teir 3 talents (lv7)

Searing attacks (unique to Fenix): Activate to increase basic attack damage for 30% for 6 seconds. Cooldown: 30 seconds

Khala's embrace: decrease PSI Blast (W1) cooldown by 5 seconds and PSI Shockwave (W2) by 3 seconds.

Impetuous: Fenix gains bonus movement speed (10%) when moving toward enemy heroes. (within xp gain range)

Laws of hope: Increase health regen by 1+1perlevel. Activate to heal for 20% of your max health over 4 seconds.

Teir 4 talents (lv10)

Teir 5 talents (lv13)

Burning Rage: Deal (10+2perlevel) damage to nearby enemies.

Blades of Aiur: Charged Blades (Q1) deals additional damage (8+2perlevel) over time (1 second) and decreases Energy Blast's (Q2) cooldown by 3 seconds.
-Damage over time can be stacked up to 2 times.

Combat shields: Particle Shield's (Trait 1) cooldown decreases by 1 second by each basic attack, Hardened Shield's (Trait 2) damage deduction is increased to 40%.

PSI Energy: PSI Blast (W1) now deals bonus 50% additional damage to non-hero targets, PSI Shockwave (W2) also deals bonus 12% damage for each enemy hero it hits.

Killer instinct: When an enemy hero is slain by Fenix, he immediate regenerates 30% of his missing health and reduces all basic ability's cooldown by 5 seconds.

teir 6 talents (lv16)

Fury of the Xel'naga: Charged Blades (Q1) can store up to 3 charges and Energy Blast (Q2) also grants Fenix a short burst of movement speed (50% for 0.5 seconds) after all 5 shots are fired within the time limit. 
-Damage over time on Charged Blades can stack up to 2 times.

Enhanced PSI: PSI Blast (W1) deals 100% more damage if only one enemy hero is hit and PSI Shockwave (W2) now also silences enemies for 1 second.

Quick Feet: Increased reflections (Trait 3) will also grant a 70% damage reduction if the damage is fatal and will have a 30% thicker shield. Decrease Charge's (Special mount) cooldown by 15 seconds. Crushing Stomp (E2) will also gain a bonus of 10% damage for each hero hit.

Imposing presence: Enemies that attack you have their attack speed lowered by 50%.

Teir 7 talents (lv20)

MY LIFE FOR AIUR! : Increase healing to 30% of his max health and basic attacks heals fenix for 75% of the damage dealt. The cooldown is lowed to 30 seconds.

Enhanced Dragoon cannons: Basic attacks on the dragoon splash for 50% of the damage. Dragoon can now be deactivated after 15 seconds. The cooldown for reactivation reduced to 10 seconds.

Nexus Blades: Basic attacks deal 20% more damage and slows the target for 1 second.
(only available if FOR AIUR (R1) is picked)

Harden shield: activate to absorb 70% of incoming damage
(only available if Dragoon (R2) is picked)

Bolt of the storm: Activate to teleport to a nearby location.

This is a cool idea. I've been wanting them to make a Fenix since I started playing the game. The dragoon idea is interesting, however I don't think it should be permanent. I wouldn't mind a dragoon character by itself though. I just don't want them to do what they did with Tassadar and give him an Archon type R. I wanted a normal Archon hero, but oh well. Still a great idea you have.

Wow this is deep! I suppose i dont understand the hero in all his details but this seems a really nice hero with (as you said) a high skill cap for a tank or semi tank. I think the crushing stomp stun is too high with 2 seconds aoe but the rest doesnt seem too strong. I would love to see this hero in motion and just to see if he is like i imagine :D Really good job!
