The Soulflayer

Hakkar, the Loa of Blood, is an aggressive Melee Bruiser who excels in the thick of combat, reveling as heroes fall around him and fuel his thirst for blood.

Passive
Hakkar naturally lifesteals 100% of his basic attack damage, and utilizes his Health as a cost for his abilities. For every 1% missing health any nearby hero has, including Hakkar, he gains 0.1% increased healing received, and for every nearby hero death, allied or enemy, he gains 10% increased healing received for 5 seconds, stacking and refreshing whenever another hero dies.

[Q] - Sanguine Sweep
Active
Hakkar sweeps his scythe-like arms in front of him, striking all enemies hit for 220(+4%/level) damage. Hakkar heals for 100% of the damage dealt to heroes, and 33% of the damage dealt to non-heroes.

Area - 2.5 Length, 160° Arc.
Cooldown - 6 seconds.
Cost - 10% of Current Health.

[W] - Lacerate
Active
Hakkar quickly lashes at target enemy within melee range, dealing 200(+4%/level) damage instantly and an additional 40(+4%/level) damage per second(Applied as 8 damage per 0.2 seconds.) for 5 seconds. While Lacerate’s bleed is on an enemy hero, Hakkar’s attack speed is increased by 30% when targeting them.

Cast Range - 1.75.
Cooldown - 9 seconds.
Cost - 8% of Current Health.

[E] - Blood Vortex
Active
Hakkar begins unleashing a whirling pool of blood around him, dealing 80(+4%/level) damage per second to all enemies inside. Enemies being damaged by Blood Vortex are slowed by 1% for every 2% of their life missing. Reactivating Blood Vortex causes Hakkar to stop unleashing the whirling pool, and stops the drain on his health.

Radius - 2.75
Toggle Cooldown - 1 second.
Cost - 2.5% of Current Health per second.

Level 13 Talent | Active
Hakkar inflicts a powerful wound to himself, damaging him for 25% of his maximum health over 5 seconds. During this time, Hakkar gains 30% increased movement speed, stacking with Blood Scent, and also gains 40% increased damage. Blood Haze cannot kill Hakkar.

Cooldown - 40 seconds, starting after Blood Haze ends.

Active
Hakkar tethers himself to all nearby enemies with tendrils of blood, draining them all of their blood and funneling it all into Hakkar. Enemies in range take 75(+4%/level) damage per second, healing Hakkar for 200% of the damage dealt to heroes, and 50% of the damage dealt to non-heroes. Enemies within Siphon Blood’s range for a consecutive 3 seconds are stunned for 2 seconds, causing them to take 100% increased damage from Siphon Blood during this time. Hakkar does not benefit from Blood Scent during Siphon Blood.

Radius - 6.0
Cooldown - 100 seconds.
Cost - 15% of Maximum Health.

[R] - Corrupted Blood
Active
Hakkar unleashes a blood plague at target enemy hero in range, causing them to take 80(+4%/level) damage per second for 6 seconds. Each time Corrupted Blood deals damage to an enemy, it spreads to all nearby non-structure enemies. If it spreads to an enemy that still has it, it refreshes the current duration. Corrupted Blood can spread indefinitely.

Cast Range - 5.5
Spread Range - 2.75
Cooldown - 80 seconds.
Cost - 15% of Maximum Health.

Special Mount

Passive
Hakkar does not mount. Instead, Hakkar passively gains 0.4% increased movement speed for every 1% health a visible enemy hero is missing while Hakkar is moving towards them. Only takes the highest value.

Tints: Base(As Image); 'Devourer of Blood'(Reddish tint across the body, orange feathers, and more grey scales(besides the reddish tint)); 'Devourer of Life'(Greenish tint across the body, purple feathers, and more blue scales(besides the greenish tint)).

Themed Abilities: Red coloration on Sanguine Sweep & Lacerate would be given a Zergish Green; Red coloration for Blood Vortex would be replaced with a Creep-ish Purple; Red coloration for Siphon Blood would be recolored to an Essence-ish Blue; Corrupted Blood would give a Creep-ish application to afflicted enemies. Blood effects on enemies from things like Bleeds would be replaced with Essence-like effects.

Probs one of the best hero concepts i've heard in my entire life relating to this game (hell i wish he was in-game cause i wanna play him now!), he has explosively strong damage utility that's counterbalanced by the health costs making it work out in the end and they all seem to synergies perfectly with each other such as Blood Vortex + Siphon Blood, the talents also seem to add onto this with more self healing (some might be over the top but not gamebreaking) and solidifies the fact it looks like Hakker the Soulflayer, it feels like him and feels like dread to fight him (unless you counter him with people like Ana), his upgrades to his Heroics are pretty good as well though Siphon Essence might be a bit stronger than Soul Corruption.

Very run read, looks fun to play and easy to counter as an enemy so fits the bill for a hero to add (Get on it Blizzard! lol), gotta say my favourite thing on this concept is the Blood God trait just feels right for him.

Mechanically, I really like all his basic abilities and I like that his max HP is fairly low for a bruiser sense hes gonna be healing so much (I imagine his healing will be similar to thralls healing. I feel like alot of the numbers are way to high. For comparison Jaina's ring of frost hits for 310 with out the 25% boost from chill and cone of cold hits for 220. I think the damage on Q, W, and E, could all be cut in half. Especially sense you can get up to 140% more damage with 1 and R1. corrupted blood could probably be a skillshot with out losing anything (or maybe spread via auto akillshots) and the stun on siphon blood might be better as just a slow sense hakkar wont have any trouble sticking to anyone with the mountain of movement speed he will have.

I think I messed up keeping a couple things clear, whoops!
While stunned from Siphon Blood, enemies only take bonus damage from Siphon Blood itself. Hakkar also loses his trait's benefit during Siphon Blood, which means other than using Blood Haze(A level 13 talent, if unclear) or Blood Vortex, both at a cost to Hakkar, he doesn't really have quite as much sticking power, which made me feel more justified in giving him the thematic-accurate stun on Siphon Blood. In case it's unclear and the stun seems a little too strong, the stun is only intended to have progress made towards it while the target isn't stunned by Siphon Blood. I just wasn't sure how to add it in without making it a little too wordy. (^_^')7
While you're not wrong that it'd probably be better to make Corrupted Blood a skillshot, I'm also worried about it just effectively being too useless without a high CC team, while it's already hard to get great value besides forcing the enemy team to separate somewhat.
