Level 1:
(Trait) Hungering Bite: Increases the amount of Blood gained from Basic Attacks.

(Q) Venomous: Siphon Essence slows the target Hero by 30% for 3 seconds. Slow decays over time.

(W) On Leather Wings: Serpent Strike range increased by 40%.

Bribe: Bribe Mercenaries to capture them.

Level 4:

(Trait) Blood Rush: Activate Trait to reduce cooldown of Basic Abilities by 20%.

(W) I Sssssee You: Serpent Strike reveals enemy Heroes it hits.

(W) Triple Snake Strike: Serpent Strike now fires an additional two serpents that fly outward in diagonal trajectories.

(Trait) Engorged: Increase Blood count to 150.

Level 7:

(E) Blood Rage: Increases duration of Blood Frenzy by an additional three seconds, but increases its cooldown by two seconds.

(E) Heart Stopper: Increases duration of Cardiac Arrest by two seconds and causes the final stun to last for 2 seconds.

(E) Life Stream: Ally Heroes around the target are healed for 75% of the amount the target receives.

(E) Bloodling: Minions that explode under Blood Riot's effects spawn Bloodlings.

Level 10:
(R1) Corrupted Blood

(R2) Bleed Out

Level 13:

(W) Leech Serpent: Increases duration of reduced healing to three seconds.


Acidic Bleeding: Inflict area damage around Hakkar when he takes damage.

(Q) Ichor: Ability granted by Siphon Essence has Blood cost halved on first cast.

Level 16:
Adrenaline Rush: When Health is less than 50%, gain 30% movespeed for four seconds. This effect can activate once every 45 seconds.

(W) Kamikaze: Serpent explodes at the end of its flight.

Executioner: Deal extra damage to slowed, rooted or stunned enemies.

(Q) Synthesis: Siphon Essence creates a replicant of the target that attacks enemies. Lasts for 8 seconds.


Level 20:


(R1) Cursed Veins: Corrupted Blood gives 20% Vulnerability while debuff is active.

(R2) Hemorrhage: Increases the duration of Bleed Out by 3 seconds and causes enemies that walk on the trail to take damage over time.

(Trait) Soulflayer: Hakkar deals bonus Basic Attack damage equal to 4% of the Hero's maximum health while his Blood remains over 60%.

Not bad for your first concept. But some parts are a bit vague.
1. On his trait what percentage of his basic attack damage is he healed for? In bleed out how much health is lost?
2. In the future it would be better if you added numbers and scaling to his abilities so readers can see if he's OP or UP.
3. In transfusion, so other heroes lose 8% of their health and they give it to the target? I think you should add a threshold to that to avoid accidental teammate deaths. Maybe those below 30% cannot donate?

Overall a great concept. just needs more refinement. Keep it up! :)
