Hakkars movement speed is slower the unmounted heroes at 70% to make up for his large health pool.

Combat Trait

Blood God
Basic Attacks to enemy heroes empower Hakkars abilities.

Enemy heroes attacked by Hakkar are inflicted with Blood up to a maximum of 5 stacks of Blood.

Primary Abilities

Hemmorage
Cooldown:8 Seconds

Afflict all nearby enemy heroes with Blood. Dealing 45 (+4% per level) damage and slowing by 25%.
Lasts 4 seconds.

Flay
Cooldown:4 Seconds

Target an enemy hero with Blood on them, silencing them for 1 second and dealing 55 (+4% per level) damage.

Silence Duration is increased by .5 for each Blood stack.
Damage is increased by 15 for each Blood Stack.

Blood Tap
Cooldown:8 Seconds

Siphon 50 (+4% per level) health from enemy heroes under Blood and restoring the health to Hakkar.

Health siphoned is increased by 30 per Blood stack.

Cooldown:68 Seconds

Become unkillable for the next 7 seconds, gaining 100% increased movement speed and 50% increased damage.

For the next 7 seconds, all enemy heroes are effected by 5 stacks of Blood. For the duration of Blood, they are slowed by 30%, reduced damage by 35% and reduced healing by 100%.

Level 1

Blood Pool
Quest:Siphon a total of 5500 health.
Reward:After siphoning 2500 health increase the siphoned health per Blood stack by 40.
Reward:After siphoning 5500 health reduce the cooldown of Blood Tap by 2 seconds.
Masterful Flay
Quest:Kill 5 unique heroes while under Flays Silence.
Reward:Damage increased by 50, cooldown by 1.5 second increase.
Intense Bleeding
Increase duration of Hemmorage by 3 seconds.

Level 4

Gurubashi Ritual
Hakkars basic attacks cleave to enemies with Blood
Silence the Weak
Increase Silence duration by .1 for each 10 missing health of the target.
Critical Wound
Slow amount increased by 10% for each Blood stack.

Level 7

Hakkars Will
Cooldown:45 Seconds
Activate to become Unstoppable for 1.5 seconds and walk through units with 25% increased movement speed.
Lasts 1.5 seconds.
Summoning Ritual
Requires 12 Regen Globes
Activate to return from the dead, reseting your Quest progression.
Quest:Collect 12 Regeneration Globes, increasing Blood stacks by 1 for each Globe collected.
Reward:Ritual of Summoning
Aspect of Blood
Cooldown:60 Seconds
Activate to give an allied hero 5% increased movement speed, 5% increased attack speed and 5% increased attack damage.
Lasts 4 seconds.

Blood stacks increases % bonus by 5% up to a maximum of 20%.

Level 13

Bound by Blood
Using Blood Tap on a target with less than 50% health binds them to Hakkar for 3 seconds, forcing them to stay near him.
This has a 30 second cooldown.
Hakkari Devotee
For every enemy hero effected by Hemmorage restore 150 (+4% per level) health to nearby allied heroes.
Increase health restored to nearby heroes by 50 for each Blood stack.
Burning Flesh
Flay damage increased by 50 (+4% per level) if the target is disabled.
Hakkari Cult
Nearby allied heroes can be effected by Hemmorage, giving them the Blood effect only. The amount of Blood stacks on allied heroes increases Hakkars spell power and movement speed by 10%.

Level 16

Internal Wound
Hemmorage gives 1 more Blood stack for each enemy hero in range.
Hakkars Prophet
Aspect of Blood gives vision to all enemy heroes to the target hero and Hakkar for the duration.
Blood Clot
If the target of Blood Tap has 3 Blood stacks it stuns them for 1.5 seconds.
Hemomancy
Using Hemmorage on heroes with 3 Blood stacks roots them for 1.1 seconds.

Level 20

Rage Unbound
During Blood Rage, Hakkars basic attacks cleave and inflict 2 Blood stacks.
Loa of Blood
Blood Offering cooldown reduced by 15. Blood Offering deals 550 damage over the duration to enemy heroes.
Blood Haze
Cooldown:60 Seconds
Target a large area, inflicting enemies with 5 stacks of Blood, lowering vision by 2.5 and having allied heroes hostile.
Lasts 5 seconds.
Corrupted Blood
Cooldown:60 Seconds
Target an enemy hero, inflicting them with Corrupted Blood. Corrupted Blood deals 1000 damage after 6 seconds and spreads to nearby enemu heroes.

Corrupted Blood spreads indefinetly.

Hey!
As a troll intusiast I wanted to say my words early.
First of all, it's not very clear what's Hakkar's role in game. He is labeled as specialist but he got extremely low mobility and relies on debuffs and life stealing, what makes me think he plays more like a bruiser. In my opinion you should define what is his role when laning, Team fighting and holding objectives so you can make the tweaks to make him better on what you want him to do.
Second, the duration of abilities are too long. 6 seconds of silence as a base skill and after that 7 seconds of silencing from the heroic removes any chance of reacting to him. I'd suggest you to check this numbers and try to imagine how is to play him and how is to play against him, so you can balance it better :)
At last, I want to start this thing where people interested in troll content in HoTS joins and help each other, so I'll soon release some images and content to help people creating their own concepts and develop their ideas. Hey!
My intention for Hakkar was to actually have him be a Tank (bruiser), but the more and more I went on with the hero the more I found him onto be a mix between a specialist (Able to 1v1, secure lanes etc) and tank, mitigate damage for his team so in a way he is much more like Medivh; Support but able to hold lanes.

So basically getting Blood stacks is supposed to be hard (with basic attacking) while using Hemmorage is a far easier way to get Blood. I do agree the duration and numbers could use some tweaking which I'll get to right away :D
