Nearby enemy Minions, Mercenaries, and Heroes take 1% of their maximum Health as damage each second and reduce their Health Regeneration rate by 10%.

Shadow Fissure (Q)

Cooldown: 2 seconds

Create a small orb of shadow magic at the targeted location, dealing low damage to all enemies at the location after a 1 second delay.

Scourge of the Frozen North
Shadow Fissure deals 25% increased damage against enemy Minions, Mercenaries, and Structures hit within the last 3 seconds, up to 100% increased damage.

Archlich of the Scourge
Increases the size and damage of Shadow Fissure by 50%.

Frost Blast (W)
Mana:
Cooldown: 12 seconds

Hurl a mass of frost magic at the targeted location, dealing moderate damage to all enemies at the location. Frost Blast deals 25% increased damage to and Slows enemies hit within the center of the zone by 30% for 2 seconds.

Scourge of the Frozen North
Frost Blast Stuns enemy Structures and Roots enemy Minions and Mercenaries hit within the center of the zone for 3 seconds.

Archlich of the Scourge
Frost Blast Roots enemy Heroes hit within the center of the blast for 2 seconds.

Cooldown: 8 seconds

Inflict the targeted enemy with a disease, dealing moderate damage each second over 4 seconds to the target and nearby enemies.

Scourge of the Frozen North
Unholy Blight spreads to nearby enemies. Each enemy target can only be affected by once for each Unholy Blight.

Archlich of the Scourge
Unholy Blight reduces the target's healing received by 50% for the duration.

Drain the life from the targeted location, dealing moderate damage each second to all targets within the area over 6 seconds. Death and Decay deals 100% increased damage against enemy Minions and captured Mercenaries.

Heroic Ability

Cooldown: 120 seconds

Control the minds of up to two nearby enemy Heroes, forcing them to walk towards you at 50% reduced Movement Speed for up to 2.5 seconds. Kel'Thuzad must remain channeling for the duration. The effects end if the channel is broken.

Special Mount

Cooldown: 4 seconds

After a 2 second channel, gain 30% increased Movement Speed. Taking damage, attacking, channeling, or using Abilities will cancel this bonus.

Grants bonuses to Basic Abilities against Minions, Mercenaries, and Structures.
Archlich of the Scourge
Grants bonuses to Basic Abilities against Heroes.

Wasteland (R)
Enemy Minions and captured Mercenaries slain within Death and Decay's area of effect increase its duration by 0.5 seconds each, up to a maximum of 4 seconds.
Slaves of Kel'Thuzad (R)
Chains of Kel'Thuzad affects up to three nearby enemy Heroes and its duration is increased to 4 seconds.
Necromancer Supreme
Gain both the bonuses of Scourge of the Frozen North and the bonuses of Archlich of the Scourge.
The Call of Kel'Thuzad (D)
Enemy Minions and Mercenaries slain by Necrotic Aura summon Ravenous Ghouls and enemy Heroes slain by Necrotic Aura summon Skeletal Knights to assist you in battle. Ravenous Ghouls prioritizing attacking enemy Structures and Minions and last for 6 seconds and Skeletal Knights prioritize attacking enemy Heroes and last for 10 seconds.

I can feel Kel'Thuzad here, even if for some people there is too much randomness! But I think that he should be more of an assassin than a specialist. Idk I see him more in that type of class. How about the MULTICLASS?

I just got an interesting idea from your suggestion of Multiclass... Let us see if it works...

How big is the range of his trait? For a passive aura its too strong. 3% per second and then heal for 10% of the damage dealt. It should much weaker like 1% without Healing. This is strong sustaindamage.

I like to say it again and again. Soo much randomness dont belongs into the nexus.

Not sure how long the range will be for the Trait, but I can surely tune down its power. Looking back at it, I agree that it is way too strong.

As for Outbreak, I thought a little bit of randomness would eventually make its way to the Nexus however I think I have something to replace it that keeps the same feel without the randomness you mention.
