Li-Ming

The Prodigy Wizard

Health : 680 (+105)
Regen : 1.539 (+0.27)
Mana : N/A (See Secondary Abilities)
Regen : N/A (See Secondary Abilities)
Atk. Speed : 1.25 per second
Damage : 35 (+10)

Born in Xiansai, and tutored by Isendra, a sorceress who along with group of many other heroes had defeated the Three Great Evils years ago, Li-Ming grew up headstrong and with a strong sense of curiosity. Though Isendra has been assassinated and Li-Ming has long left the magical academy where she have spent her childhood, Li-Ming remains dedicated to proving and expanding her powers. In fighting along the Heroes of the Storm, the Prodigy has found no better battlegrounds to test her growing powers.

Combat Trait

1
Adaptable Prodigy
You can swap your talent choices while you are in the fountain or dead. You cannot swap the talent choices available at level ten and level twenty.

You will collect charges on minion kills and hero takedowns. At 14 charges, gain a stack of Mastery. Each stack of Mastery grants +1% Ability Damage. Stacks of Mastery are capped at 20. Gain one charge per minion kill, and seven charges per hero takedown. Lose one stack of Mastery on death.

Primary Abilities

1
Spectral Blades
Cost: 30 Arcane Power
Cooldown: 3 Seconds

Deal 59 (+14 per level) in at target area.

Technical:
- Small AOE
- Melee Range
2
Disintegration
Cost: 40 Arcane Power
Cooldown: 8 Seconds

Summon a Mirror Entity on your location that channels Disintegrate towards your target location for three seconds. Enemies that remain in contact of the beam take 51 (+12 per level) damage per second. Enemies can destroy the Mirror Entity with Basic Attacks. Suffers a 50% damage reduction penalty towards minions and structures.

Technical
- AOE in a Line
- Channeled by a summoned clone, you can move around and do other things while clone channels disintegrate. Clone dies in 4 hero autoattacks. Towers/Forts do the equivalent of 3 hero attacks.
- Minions will not target the Mirror Entity, but towers/forts will target and destroy the mirror entity (targeting priority will be minions > mirror entity > heroes)
3
Teleport
Cost: 20 Arcane Power
Cooldown: 9 Seconds

Teleport to the target location and deal 61 (+16 per level) to nearby enemies.

Technical
- About same range as Zeratul.
- Small AOE

Secondary Abilities

1
Resource System
Arcane Power

Li-Ming does not operate via mana for casting her abilities, but rather on Arcane Power. Arcane Power has an maximum cap of 100, and regenerates 7 per second. There is no other way to regenerate Arcane power except passively or being in the Fountain area which regenerates it at a pace of 25 per second. Drinking from the Well or collecting Regeneration Orbs (without the Talent) do not recover Arcane Power.

Heroic Abilities

1
Arcane Hydra
Cost: 10 Arcane Power
Cooldown:
- Has a total of 2 charges that can be saved. Gain a charge every 30 seconds.
- Internal cooldown between casts of 5 seconds.

Summon an immobile Arcane Hydra at target location, that locks on up to 3 targets and fires barrages of Arcane blasts that deal 6 (+ 2 per level). Each blast does 33% damage in a small AOE around the direct target. Priority target heroes. Hydra lasts 8 seconds.

Technical
- Range of Hydra roughly same as Gazlowe turrets.

- Fires a barrage of 3 hits which hit for above damage. If there are only minions nearby, it will lock on up to 3 different minions. If there are less than 3, the Hydra will divide the 3 blasts (like if there are 2 minions, it will fire 2 at the closest and 1 at the further).

- If there is a hero within range, it will fire all 3 blasts at the hero. If there is 2 heroes within range, it will fire 2 blasts at the closest and 1 at the farthest. If there are 3 or more heroes within range, it will fire 1 blast each per hero (if there 4 or more heroes, it will prioritize the ones closest to it).
2
Black Hole
Cost: 25 Arcane Power
Cooldown: 75 seconds

Summon a black hole at the target location that immediately sucks up all nearby enemies into the center. The crushing force of the black hole deals 100 (+25 per level) per second to enemies that remain close to the black hole. The Black Hole lasts 3 seconds.

Change 1 : Minor grammar fixes. Some talent re-balances.
Change 2 : Talent re-balance again. Added bonus skins section.

Li-Ming (the Diablo III Wizard) is a highly mobile, but vulnerable (unless her talents are chosen for survival) assassin. However her talent specs (which she can swap at will) make her extremely versatile, choosing at will to lean towards damage or survivability on the fly. She scales especially well into the late game if she continues to collect stacks of Mastery throughout the game.

Li-Ming (along with her skills) have been chosen and designed here to function around the Arcane element. After all, Jaina already covers Cold and Kael'Thas has covered Fire. There's no point in replicating characters that already exist!

However Mastery takes more effort and time to build up compared to the Gathering Power talent (+5% Ability Damage, +2% Ability Damage per Hero Takedown, cap of +15% Ability Damage, Reset to +5% Ability Damage on death), and failure to accumulating minion kills or hero takedowns result in a Li-Ming who is not quite as formidable. However unless she takes a certain passive, Li-Ming only loses a single stack on death. However enemy players that can successfully shut down Li-Ming early on will stifle her late game due to a lack of Mastery stacks. Li-Ming will not accumulate charges while she is dead, even if she has assisted in the takedown of an enemy hero before dying, so if she is eliminated first in a team fight, she will gain 0 stacks or charges even if she did some damage before dying.

Compared to Jaina and Kael'Thas, Li-Ming is significantly more mobile and has better escapes as well as the versatility that comes from her passive. However she is squishier than the other two and her damage (in theory) will be generally lower unless she ramps up her Mastery stacks.

FAQ:

Q: Why is there no Archon Heroic?
A: Creating an Archon heroic overlaps into similar territory as Tassadar's Archon form. We're looking into diversity amongst the various characters in Heroes of the Storm so let's not have skills that appear to be really similar.

Q: Why create a Hydra Heroic? Also why is it Arcane?
A: I feel the Hydra spell is an iconic weapon in the Diablo universe magical arsenal, having existed in all three games (it was called the Guardian spell in Diablo 1 though) so it would be a shame not to include it in the game. It is one of the most recognizable skills for a sorcerer/wizard in the Diablo universe. The Hydra is Arcane in order to keep up the theme of Li-Ming being designed around the Arcane element.

Q: Why are there only Arcane spells? No Fire/Ice/Lightning/etc?
A: Well in Heroes of the Storm, amongst the current roster of magic spellcaster characters, we already have Jaina for Ice/Cold and Kael'Thas for Fire. Heck you could even consider Falstad Lightning (though he's not really a mage). Character Diversity!

Q: Her stats (damage, health, ability costs, cooldown, etc.) may or may not be OP?
A: This is a fan theory-craft for a possible hero! Numbers can always be changed later.

Q: The talent orders should be changed around because they may or may not be OP.
A: Again, fan hero concept! It can always be changed later.

Q: Voice Actor?
A: Grey DeLisle! Who else could possibly fit the roll :)
She voiced the Diablo 3 Female Wizard, and did a great job at it.
(List of who she voices, that's a link to her Wikipedia page)
PS: She also voiced Daphne in Scooby Doo, Azula from the Avatar: The Last Airbender, and Starcraft/Heroes of the Storm character Nova (yes that Nova)!

Talents (Level 1)

Reckless Prodigy

While this talent is active, increase the maximum amount of Mastery stacks to 30 and double the amount of charges gained from minion kills and hero takedowns. However you will lose all stacks of Mastery on each death.

If this talent is swapped out, any bonus stacks you may have above the normal cap of 20 will be removed and you will lose half of your current Mastery stacks (aka, if you have 25 stacks, you'll be left with 20, and you'll lose half of 20 stacks so you'll only have 10 stacks left. If you have 8 stacks and swap out, you will have 4 stacks).
Charged Blast

Increase the range of auto-attacks by 20%. Auto-attacks deal an additional 4 (+3 per level) damage and deal 50% damage in a small AOE damage around the main target. Suffer a penalty of -15% to Ability Damage while this talent is selected.
Barrier Blades

Gain a shield equivalent to 10% of your max life on cast of Spectral Blades for 2 seconds. The shield is instantly destroyed after absorbing a single hit, even if there still shields remaining.
Convergence

Disintegration has increased 50% width and no longer has a reduction to Minion/Structure damage.

In case of Talent gating.
The order will be (from first two unlocked to the last two locked).
Barrier Blades, Convergence, Charged Blast, Reckless Prodigy.

Talents (Level 4)

Power Hungry

Collecting a regeneration orb or drinking from the well will grant you a Power Hungry charge. Casting an ability will consume a charge and reduce the Arcane Power cost by half. Can possess a maximum of 3 charges at once. Regeneration Orbs and Wells now immediately grant 15 Arcane Power.
Thrown Blades

Double the cast range of Spectral Blades. Spectral Blades deal an additional 5 (+1.5 per level) damage.
Chaos Nexus

While there is at least one mirror image remaining, you will automatically discharge energy at one nearby enemy every second for 25% of your auto-attack damage. Gains 50% AOE splash if the Charged Blast talent has been picked. Prioritizes the closest enemy hero.
Ice Armor

Periodically reduce the damage of the next basic attack by 35%, and slows the attack by 20%. Holds up to 2 charges. One charge regenerated every 7 seconds (note: default 'Block' Talent is every 5 seconds)

In case of Talent gating.
The order will be (from first two unlocked to the last two locked).
Power Hungry, Thrown Blades, Ice Armor, Chaos Nexus

*

Talents (Level 7)

Temporal Flux

All ability damage now slows enemies for 20% for 2 seconds. (Slow is refreshed if in constant contact with duration abilities like Black Hole and Disintegrate).
Galvanizing Ward

As long as you have not taken damage in the last 5 seconds, gain a shield equivalent to 5% of your maximum life.
Mirror Mimics

If the Mirror Image is still alive after the Disintegration channel, it will remain for another 4 seconds and attack for 50% of Li-Ming's basic attack damage. Mirror Image auto-attacks for have 50% AOE splash damage if the talent Charged Blast has been picked. Mirror Images will absorb two more hero attacks before dying.
Glass Cannon

Deal 10% more damage with abilities, however take 10% more damage. Healing on you from sources other than wells and the fountain is reduced by 25%.

In case of Talent gating.
The order will be (from first two unlocked to the last two locked).

Galvanizing Ward, Mirror Mimics, Temporal Flux, Glass Cannon

Talents (Level 10)

In case of Talent gating.

Astral Presence

Your maximum Arcane Power is increased by 20, and your Arcane Power regeneration is increased by 1.
Wormhole

Teleport can now be cast for free again within 3 seconds of the initial cast. Cooldown begins after the second cast or if the 3 seconds expire without a second cast. Each individual Teleport deals 40% less damage.
Arcane Dynamo

Using auto-attacks builds up Dynamo charges which cap at a maximum of 5. Casting an ability while having 5 Dynamo charges consumes all charges to increase the ability's damage by 20%.

In case of Talent gating.
The order will be (from first two unlocked to the last two locked).
Energy Armor, Astral Presence, Wormhole, Arcane Dynamo

Yeah I know it's literally the same order as above, but for consistency.

Talents (Level 20)

Evocation (Active Ability)

Cost: None
Cooldown: 50 Seconds

Reset the cooldown on all basic abilities and immediately regenerate all missing Arcane Power. Gain one charge of Arcane Hydra if chosen, and one charge of Disintegration if the talent Duplicates was chosen.

Mammoth Hydra

Increase the range and duration of the Arcane Hydra by 50%. Increase the AOE splash to a full 100% of the main damage. Arcane Hydra will now fire a single blast instead of three separate blasts that hits for 20 (+7 per level) damage. Prioritizes closest enemy hero.
Blazar

After the duration of the Black Hole ends, it explodes and deals 150 (+30 per hero level) to any enemies that are within the Black Hole's zone when it expires.
Unstable Anomaly

Cooldown: 90 Seconds

Upon taking fatal damage, knockback nearby enemies a short distance and heal to 20% of your maximum life. Your Arcane Power is restored to full but you deal 75% reduced damage for 8 seconds.

In case of Talent gating.
Mammoth Hydra, Blazar, and Unstable Anomaly will be available immediately with Mammoth Hydra being available if the second heroic had been unlocked.
Evocation will have to be unlocked.

Actually, I forgot how Talent Gates work at Level 20, haven't been forced to suffer through those for a long time (mostly since they changed it so if you're Profile Level 30 or above, all talent gates are removed).
