Medivh is one of the hardest characters in the game. Due to how much knowledge and skill he requires, his effectiveness varies greatly between players, resulting in weak performance and low popularity at most ranks.
The goal of this rework is to simply lower the extremely high skill floor the Last Guardian has.

Each enemy Hero hit by Arcane Rift increases the damage of Medivh's next Basic Attack by 50%, up to 200%. Passive: Gain 1 Attack Range.

Maximum additional damage decreased from 315 to 300.
Force of Magic (Reworked)
Preventing at least 300 damage with Force of Will grants 50% Spell Power for 15 seconds.

Preventing at least 300 damage with Force of Will reduces its cooldown by 4 seconds.

Increase Portal range by 50% and the size and vision radius of its locations by 100%.
If you want to make Medivh balancable just remove (or redesign) Portal from his basic abilities. The ability is completly gamebreaking by itself, but it also has the awful interaction with Raven Form enabling Medivh to not only scout but also dismount in places like middle of enemy base.
