First, you didn't list his Mana and Mana Regeneration: I suppose this means he doesn't use Mana or any other resource. Maybe it's still work in progress ?
Secondly, Level 1 talent Oceanic Might: I'd rather have him get 10 flat armor or something like than to have % scaling for armor. If based on %, it will scale and be somewhat effective only on higher levels. Just a flat armor bonus would work better.
As for Level 4 talent Subside: similar to Dehaka, definitely an interesting talent. However, all maps are "ground" based so it's kinda impossible to dive underwater while on the ground. Makes no sense. I would rework it so that the effect is the same or remove it.
Lastly, Level 13 talent Siphoning Blades healing seems waaaay overpowered: it needs to have a limit for healing increase. I suggest you add a limit how many times you can increase it (maybe add a penalty if you die you lose some of the stacks). Other option would be to drastically reduce its healing (for example from 500% to 50%), but have a very high stack rate (like 10 stacks, that way it would be 50x10=500) without penalty or a minor one (you lose half or 2 stacks per death).
Apart from that it's really good. His pool/push mechanics would contribute to some interesting plays.
