Combat Trait

Fuel Tank
Instead of Mana, Pharrah uses Fuel. Fuel slowly decays when hovering [Z] or when using Jump Jet [E].

Fuel Tank contains 100 Fuel, and 1.5 seconds after burning Fuel, Pharah regenerates 15 Fuel/second.

Primary Abilities

[Q] Rocket Launcher
Cooldown: 6 seconds

AoE; Shoot a rocket that explodes on the floor, dealing 220(+4%) damage in an area. If the rocket hits an enemy hero while traveling it instead explodes around that target and deals 80(+4%) additional damage to the target.

Passive: Pharah's Auto Attacks are rockets that explode and deal 75% splash damage to enemies adjacent to the initial target.

[W] Concussive Blast
Cooldown: 15 seconds

AoE; Shoot a concussion missile on the targeted area, pushing enemies away from the explosion's center. Does NOT deal damage.

[E] Jump Jet
Cost: 30 Fuel
Cooldown: 16 seconds

Skillshot; Dash in a targeted direction, ignoring terrains, buildings and bodyblocks. If Pharah has at least 20 Fuel left, she instantly starts hovering.

Heroic Abilities

[R] Barrage
Cooldown: 80 seconds

Wide Skillshot; Barrage an area with missiles dealing 36(+4%) damage every 0.25 seconds. Barrage's direction changes with your mouse cursor position.

[R] Bombardment
Cooldown: 40 seconds

Skillshot; Fly to the air and dash a long distance while bombarding the ground dealing 300(+4%) damage to enemies below you.

Special Mount

[Z] Hover
Cost: 5 Fuel/Second

Instead of mounting, Pharah hovers above the map- increasing her movement speed by 25% and ignoring terrain, buildings and bodyblocks.
Pharah does NOT dismount from taking damage or using abilities. Pharah CANNOT take off if she has less than 20 Fuel left.

Flight Mechanics

Visual Effect:
- Pharah hovers low above the ground, so abilities with effects on the ground won't look weird (like SUPER weird, they would still look a bit weird).
- When Pharah goes over terrain she will start hovering higher over that terrain and than return to normal height once she's through.

Crowd Control:
- Slows, Statices and Blinds allow Pharah to keep hovering.
- Stuns, Roots and Silences stop Pharah from hovering.

Landing Over Terrain:
- Pharah can't press [Z] to land if she is over terrain.
- If Pharah runs out of fuel or is forced to land while over terrain she will land on the closes walkable ground.
- If Pharah is in the exact middle of an unpassable terrain while forced to land she will either land by the closest ground she was flying towards or randomly by all the closest ground options.

Boundaries:
- Pharah can't fly through the end of the map (Or between the mines and the land on Haunted Mines).
- Pharah can't fly through the enemy spawn.



Talents

LEVEL 1:

[Q] Explosive Addiction:
Quest: Hit enemy heroes with basic attack's splash damage and Rocket Missile's explosion.
Reward: After hitting 30 heroes with AA's splash increase the splash radius by 50%.
Reward: After hitting 30 heroes with Rocket Missile's explosion, increase both Rocket Missile's and basic attack damage by 20%.

[Q] Rocket Artillery:
Each enemy Hero hit by Rocket Launcher increases Pharah's next Auto Attack damage by 15% up to 45%. Each enemy Hero hit by an Auto Attack increases the damage of the next Rocket Launcher missile by 15% up to 45% (doesn't effect direct-hitting damage). (Only the Auto Attack that hit the most Heroes counts. The bonus doesn't stack between Attacks)

[E] Launch:
Increase Jump Jet's dash range by 33%. Passive: Increase hover's movement speed bonus by an additional 10%.



LEVEL 4:

[W] Full Force:
Increase Concussive Blast's push distance by 50% and reduce its cooldown by 3 seconds.

[W] Barrier Destroyed:
Concussion Blast deals 400(+3%) damage to enemies' shields.

[W] Death Trap:
Enemies hit with Concussion Blast within the last 2 seconds take 75% increased damage from Pharah.



LEVEL 7:

[Z] Hard to Hit:
While hovering Pharah gains 1 charge of block every 1 seconds, CANNOT hold multiple charges at once. Each charge gives you 50 Physical Armor against the next enemy heroic Basic Attack.

[W] Brain Damaged:
Enemies hit by Concussion Blast have their movement speed slowed and have their Spell damage reduced by 50% decaying over 3 seconds.

[Passive] Titanium Plating:
Being healed from any source of healing grants Pharah 10 Armor for 4 seconds, stacking up to 30 Armor. Health Globes and Healing Fountains give that bonus for 10 seconds.



LEVEL 13:

[Z] Height Advantage:
While hovering, increase Pharah's basic attacks' and abilities' range by 40%.

[Z] Clear Shot:
While hovering, direct hitting enemies with Rocket Launcher deals 50% more damage, and basic attacks deal 30% more damage to the initial target.

[Z] Cooling Systems Online:
While hovering, Pharah's abilities cooldown 30% faster.



LEVEL 16:

[W] Up Against the Wall:
Pushing enemies with Concussion Blast into unpassable terrain stuns them and reduces their Armor by 25 for 4 seconds.

[Q] Burns Like Fire:
Basic attacks and Rocket Launcher deal 40% extra damage over 2 seconds to all enemies hit.

[Active] Helix Thrusters: (CD: 60s)
Quickly fly anywhere on the map in a large range but completely empty Pharah's Fuel Tank.



LEVEL 20:

[R] Unending Supply:
Each enemy hero hit with a Barrage's bomb increase the ability duration by 0.125 seconds.

[R] Scorch the Earth:
Increase Bombardment's bombs' explosion range by 30% and leave behind a scorched land for 2.5 seconds, that deals 15(+4%) damage to enemies every 0.25 seconds.

[Q] Justice Rains From Above:
Direct hitting enemy Heroes with Rocket Missiles reduce it's cooldown by 3 seconds and Pharah's heroic ability's cooldown by 8 seconds.

[D] Oversized Fuel Tank:
Increases Fuel Tank and Fuel regeneration by 300%.

* Fixed some typos and rephrased a few abilities and talents.

Removed Concepts:
[Passive] Protective Guardian: Pharah deals 15% more damage per allied hero near her. Stacks up to 50%.
[Q] Hitting Mastery: Quest: Directly hitting enemy heroes with Rocket Missiles increases the direct hit bonus damage by 3.3%, up 50%. Reward: After directly hitting 15 Heroes increase the single target basic attack damage by 20%.

Idea: Rocket Launcher and Concussive Blast are skillshots while Grounded, Area of Effect while Airborne.

I really like the concept, but I feel that Bombardment would be more useful if you reduced the damage, but made it leave a trail behind that slowed and dealt damage over time. You could also make it so that it knocked enemies hit aside, which could be incredible for playmaking, and have you choose a target location instead of going a set distance. If it stays a set distance, you would have to be at exactly the right place at exactly the right time to use it effectively.

why Phara cant hover with less then 20 fuel? And what happens to her, when she get stunned while hover or flying above walls/unpassable terrain while her fuel get empty?

I added the fight mechanics section to answer your question :)
She can't fly with less than 20 fuel so her flight durations will be longer (so it won't be fly and than immediately land)

Why not make it so she can't take off while below 20 fuel? Just word it like so:
"Hover can not be activated while below 20 fuel."
