[Rework] Li Li

World Wanderer

FOREWORD
Numbers may be changed! Get the essence of each change instead of concerning with the values! Only testing would tell the balance of each talent.
Li Li is a nice option together with another healer nowadays. In the past you could play Li Li as a solo healer without any problems. My intention here is to make Li Li a viable Solo Healer while still being a great option for a second support.

Combat Trait

1
Fast Feet
Upon taking damage or performing basic attacks, gain 10% Movement Speed for 1.5 second. Effect does not stack.
Notes: Putting the auto attack in the mix makes her stutter step movement style more rewarding.

Primary Abilities

1
Healing Brew
Mana: 30
Cooldown: 4s (up from 3)
Heal lowest Health ally (prioritizing Heroes) within 7 range for 196 (+4% per level) Health. Healing Brew can only affect every target once per cast.
Notes: Added a small tooltip and a minor adjustment to this skill so that the Cloud Serpent get a modification.
2
Cloud Serpent
Mana: 30
Cooldown: 10s
Summon a Cloud Serpent on an allied Hero that attacks nearby enemies (prioritizing Heroes) for 25 (+4% per level) damage per attack. Healing Brew will always heal every target within range affected by Cloud Serpent. Lasts for 8 seconds.
Notes: The idea by putting this additional effect on Cloud Serpent is to give better control of her heals while making a buff to her healing.
3
Blinding Wind
Mana: 35
Cooldown: 9s
(Unchanged) Throw a cloud of wind at the 2 nearest enemies (prioritizing Heroes), dealing 140 (+4% per level) damage. Affected targets are Blinded for 2 seconds, causing their Basic Attacks to miss and deal no damage.

Heroic Abilities

1
Jug of 1,000 Cups
Mana: 100
Cooldown: 70s
(Unchanged) Rapidly tosses brew to the most injured nearby allies within 10 range, restoring 1632 (+4% per level) Health over 6 seconds.
2
Water Dragon
Mana: 50
Cooldown: 45s
(Unchanged) Li Li channels for 2 seconds, summoning a Water Dragon that hits the nearest enemy Hero within 12 range and all enemies near them, dealing 318 (+4% per level) damage and slowing their Movement Speed by 70% for 4 seconds.

Tier 1

Notes: In this tier the player should choose from 3 quest to start its adventure! Each quest is designed to improve one of the 3 basic abilities by making use of them.
Choosing different talents may translate into different play styles.

Mending Serpent
Cloud Serpent heals the friendly unit for 22 (+4% per level) Health each time it attacks.
Quest: Make Cloud Serpent hit Heroes.
Reward: 20 hits: Cloud Serpent's attacks bounce to 3 nearby enemy targets, dealing 14 (+4% per level) damage each. Bounces do not count as hits.
Reward: 40 hits: Cloud Serpent also grants 20% Movement Speed for 4 seconds.
Notes: Cloud Serpent is often used in the front lines, the Mending Serpent was used to heal in such situations. By unleashing your front-line, Li Li can "level up" her Serpent pet.

Pro Toss
Increases the range of Healing Brew by 30%.
Quest: Heal two targets simultaneously with a single cast of Healing Brew.
Reward: 15 heals: After casting Healing Brew, gain 3% Spell Power for 6 seconds. Stacks up to 3 times.
Reward: 30 heals: Cloud Serpent also grants the target 10% increased healing from all sources for 6 seconds.
Notes: In the past Pro Toss was a bad talent because the loss of heal control. With the modification on Cloud Serpent, this becomes a nice choice by making the players heal two players at the same time.

Mass Vortex
Increases the number of enemies hit by Blinding Wind from 2 to 4.
Quest: Cause enemy Heroes to miss their attacks.
Reward: After missing 30 attacks: Increase Blinding Wind range by 30%
Reward: After missing 60 attacks: Gain 5% Spell Power for 8 seconds for every enemy hit by Blinding Wind. Stacks up to 4 times.
Notes: Surging Winds is a very popular talent that is used combined with Mass Vortex. So, combining both talents while encouraging players using Blinding Wind to protect their allies make this a nice option.

Tier 2

Gale Force
(Unchanged) Increases Blinding Wind damage by 40%.
Notes: I moved this talent from Tier 1. The reason is that Mass Vortex for me was just a better quest talent.

Timeless Creature
Increases the duration of Cloud Serpent by 50%.
Notes: With the changes in Cloud Serpent, this talent became a more attractive choice.

Cloud Serpent Figure
Cooldown: 60s
Activate to place figure that heals allies in an area for 2% of their maximum Health every second for 10 seconds. Cloud Serpent Figure also get a Cloud Serpent. When the figure expires or get destroyed, a Cloud Serpent is summoned to the nearest allied Hero.
Notes: The original Healing Ward was useful. I just added some flavor to it.

Tier 3

Notes: Nowadays, this talent tier is basically Cleanse + Situations where Cleanse is bad. I don`t see a reason to change from such situation. =\

Cleansing Serpent
Cooldown: 60s
Summon a Clenase Cloud Serpent to make target ally Unstoppable for 1 second. Summoned serpent lasts for 6 seconds. Cannot be cast on yourself.
Notes: The serpent + cleanse is a good combo, so why not?

Fortifying Brew (Option 1)
Healing Brew grants the target 25 Physical Armor for 3 seconds.

Healing Elixir (Option 2)
When the target of Healing Brew was already affected by it in the last 6 seconds, it heals for an additional 25% over 6 seconds.

Second Wind
Reduce the damage of Blinding Wind to 40% of its normal amount, but now it triggers for a second time 1 second later.
Notes: This is a different approach for the Lingering Winds idea. Combined with Gale Force, makes it for a very interesting combination.

Tier 4

See Above

Tier 5

Shrink Ray
(Unchanged) Activate to reduce an enemy Hero's damage by 50% and Movement Speed by 50% for 4 seconds.

Shake It Off
Being Stunned or Rooted gives 50 Armor, reducing the damage taken by 50% for 4 seconds.
Notes: Move it from Tier 6. Shake it off and Elusive Feet was very similar because of the changes from the original idea.

Serpent Sidekick
Li Li also gains a Cloud Serpent whenever it is cast on another ally.
Notes: Move it from Tier 6.

Tier 6

Master of Serpents
Cloud Serpent gets another charge.
Notes: Althought a simple talent, it is a very powerful one that works like the original Two For One talent.

Brew Juggling
Brews bounce once for 40% of the healing amount. Bounces may not occur on the same target.
Notes: While this look like a flat healing boost, remember that the bounce will simply boost the healing spread.

The Good Stuff
Healing Brew heals for an additional 4% of the target's maximum health over 6 seconds.
Notes: Move it from Tier 3. Made it stronger for tanks. Has a similar effect on everyone else.

Tier 7

Jug of 1,000,000 Cups
(Unchanged) Jug of 1,000 Cups hits two targets at a time.

Double Dragon
(Unchanged) After hitting a target with Water Dragon, another Water Dragon is summoned at the point of impact.

Kung Fu Hustle
(Unchanged) Ability cooldowns refresh 150% faster while Fast Feet is active.

Storm Shield (Option 1)
(Unchanged) Activate to give all nearby allied Heroes a Shield for 20% of their max Health for 3 seconds.

Storm Serpents (Option 2)
Activate to give all nearby allied Heroes a Cloud Serpent for 9 seconds.
Notes: Thats so cool! But maybe too powerful.

Epilogue

Thank you so much for reading up until now!
Please give me comments and suggestions regarding each tier and numbers.

No Mana Talents? I feel like the existence of the Mana Talents were good for the newbie players. Maybe not the best competitively but they definitely helped me a lot when I was still un-aware of Mana Management. Conjurer's + Peach Perfect worked really well as well when reaching level 20 with Kung Fu Hustle. I feel like that build would help newbie players while also giving her a niche Unlimited Mana Build Late game. Just a little something for the players she was designed to cater to.
