Sergeant Sally is a melee tank who specializes in single target crowd control and punishes enemies who are performing well.

Pros:
    Good at singling out enemy heroes
    Can effectively counter diving enemies
    Decent survivability when surrounded
Cons:
    No mobility
    Lacking in area of effect

Justice
Passive:
While Sergeant Sally is on the battlefield, enemy heroes who commit "crimes" are marked with stacks of Wanted, empowering her abilities against them. A hero can have a maximum of 10 stacks of Wanted at any time.

Enemy heroes gain Wanted stacks for the following actions: 2 for earning a takedown, 2 more if they earned the killing blow, 3 for destroying a Structure, 2 for capturing a mercenary camp, and 1 for every 14 minion deaths near the hero. Wanted stacks decay at the rate of 1 every 30 seconds, but are all removed if the affected hero dies. Additionally, if Sergeant Sally dies, all heroes lose all stacks of Wanted.

Wanted stacks are shown as a small poster with a number above the hero's health bar. Sergeant Sally can see the Wanted stacks of all enemy heroes as posters above her health bar with the hero's portrait and number of stacks, similar to most heroes' trait quests.

Primary Abilities

Detaining Strike
Cooldown: 8 seconds
Cost: 40 Mana

Sergeant Sally strikes a target enemy in melee range with her baton, dealing 140 (+4% per level) damage.

Additionally, if the Detaining Strike targets a hero, they are Slowed by 5% per stack of Wanted for 2 seconds, or Stunned for 2 seconds if they have 10 stacks of Wanted.

Riot Barrier
Cooldown: 7 seconds
Cost: 50 Mana

Sergeant Sally gains a shield that absorbs 410 (+4% per level) damage over 5 seconds. Riot Barrier absorbs 28 (+4% per level) additional damage for every Wanted stack on enemy heroes within close range of Sergeant Sally when cast.

Upon expiration, Riot Barrier detonates, dealing damage equal to 20% of its initial shield value to all enemies nearby. Riot Barrier's cooldown does not start until its shield effect ends, and it cannot be recast until then.

The area for increasing Riot Barrier's shield and its detonation are both equal to the area of Muradin's Thunder Clap.

Imprison
Cooldown: 15 seconds
Cost: 65 Mana

Sergeant Sally marks an enemy hero, putting them in Stasis for 2 seconds after a 1.25 second delay. Imprison's Stasis duration is increased by 0.25 seconds for each stack of Wanted on its target.

Sally can recast Imprison to end its effects early.

Heroic Abilities

Aggressive Arrest
Cooldown: 60 seconds
Cost: 75 Mana

Sergeant Sally pulls a target enemy hero to her, dealing 225 (+4% per level) damage and Rooting them for 1 second. Can be cast on enemies in Stasis, but deals no damage when cast this way.

Aggressive Arrest has a maximum range equal to Chromie's Sand Blast, with its actual range proportional to how many stacks of Wanted the target has. (For example, melee range if the target has 0 stacks, half a Sand Blast if the target has 5 stacks, full range if the target has 10 stacks)

Alarm-o-Bot
Cooldown: 12 seconds
Cost: 25 Mana

Sergeant Sally places an Alarm-o-Bot at a target location that activates after 4 seconds. Alarm-o-Bots will patrol in a small radius around where they are placed. When an enemy hero comes in range of an Alarm-o-Bot, it will Reveal the area around it for 4 seconds (similar to Tassadar's Oracle), Slow the Revealed heroes by 25% for 4 seconds, and apply 1 stack of Wanted to them.

When an Alarm-o-Bot activates, Sergeant Sally's team is notified by a unique ping and sound effect. Sergeant Sally can have a maximum of 3 Alarm-o-Bots at any time. Alarm-o-Bots can be destroyed by 1 basic attack, are immune to ability damage, and destroy themselves when they activate.

Talents

Tier 1


High Alert - Whenever an enemy hero gains stacks of Wanted, they are Revealed for 1 second per stack of Wanted gained. Enemies with 10 stacks of Wanted are permanently Revealed.
On Patrol - Sergeant Sally moves 10% faster while mounted than other heroes. Additionally, when she dismounts all enemy heroes within a medium range of her are Slowed by 10% for 5 seconds.
Nexus "Donuts" - Sergeant Sally receives 50% more health and Mana from Regeneration Globes, and they reduce her active basic ability cooldowns by 2 seconds.

Tier 2


Bounty Collection - Whenever Sergeant Sally earns a takedown, she is healed for 55 (+4% per level) health and restores 20 Mana for each stack of Wanted the enemy hero had.
In Pursuit - If Riot Barrier's bonus effect triggers on at least 5 stacks of Wanted, Sergeant Sally gains 15% increased movement speed for 5 seconds.
Request Backup - Allied heroes move 30% faster while moving toward an enemy hero affected by Imprison.

Tier 3


Excessive Force -
Quest: Upon casting Detaining Strike on an enemy hero, gain 1 stack for each stack of Wanted on them.
Reward: After gaining 50 stacks, Detaining Strike also deals 14 (+4% per level) more damage per stack of Wanted on its target.

Reckless Assault - Increase the damage of Riot Barrier's detonation to 40% of the initial shield.
Nightstick - Sergeant Sally's basic attacks deal 20% more damage, and every third basic attack on the same enemy stuns them for 0.25 seconds.

Tier 4


Aggressive Arrest - See above.
Alarm-o-Bot - See above.

Tier 5


Witness Protection - Imprison can be used on allied heroes. It has no delay and lasts for 1 second when used this way.
Gnomish Blinding Spray - When Riot Shield detonates, it also Blinds affected enemy heroes for 1.75 seconds.
Riot Buster - Being Blinded, Silenced, or Stunned grants Sergeant Sally Unstoppable for 1.5 seconds and resets the cooldown on Riot Shield. This effect has a 40 second cooldown.

Tier 6


Crowd Pummeler - Detaining Strike chains to 1 additional target per 2 stacks of Wanted on the initial target, dealing 70 (+4% per level) damage and Slowing them by 25% for 2 seconds.
Defensive Expertise - If Riot Barrier's detonation hits at least 3 enemy heroes, reduce its cooldown by 4 seconds.
Parole - Imprison also reduces the Armor of its target by 25 for 1.5 seconds after its Stasis ends.

Tier 7


Plant Evidence - Aggressive Arrest also sets its target to 10 Wanted stacks.
Informant Network - Alarm-o-Bot now has global range. Alarm-o-Bots will walk to the target location, and activate 4 seconds after reaching it. Additionally, the maximum amount of Alarm-o-Bots is increased to 5.
Dead or Alive - Wanted stacks are no longer lost on death (the affected hero's death or Sergeant Sally's death).
Law and Order - Sergeant Sally's basic ability cooldowns recharge 4% faster for each stack of Wanted currently active, up to 100% maximum.

great hero! I think that you should increase Law and Order's bonus to 5% per wanted to make it worthy taken.

Yeah, I wasn't thinking what I had actually written down for Law and Order so it's balanced around wording it doesn't actually have... Thanks for pointing that out, I'll be sure to buff it when I make another set of changes.
