Thank you for your support and elaborate comment Pathalen :). I buffed a little Cry of Agony. I think if i put 30% from the beggining would make the upgrade in level 20 underpowered or rarely picked so i left it as it is. Now there is a problem with exp, if The Horseman is killed and rewards max exp, incase he is revived with his trait and rewards full exp again would be a major issue. So i am thinking he rewards 80% exp when he is killed and 20% in his pupkin form. Incase his trait is on cd then h will reward full amount of exp.

Th pumpkin head can't move. Unless you get the 20 level talent :)

+1 from me mate, i think it's a very lovely concept, i do think it's a bit imbalanced though. Your 2nd ult cry of agony feels a bit too weak, while its level 20 upgrade doesn't make it overpowered but feels like it triples what it used to be or such, i think making it stronger like maybe have the full 30 percent damage bonus would be nice and just leave the upgrade to be a slow and duration increase, also the curse of eternal hollows just seems like it needs a bit of a buff too. They nerfed mount speed to 130 so maybe 115 in combat speed might be better. And just to ask does the pumpkin head move when you throw it back after dying and does it grand exp? well anyway, that's from me, people rarely don't end up making at least a few abilities overpowered, that goes to show how much care and effort you put into this, i can't wait to see your next concept.

Thank you for your comments. I reworked the voice lines in to a new skin. I really hope Blizzard will rethink the position of the horseman in Hots.

Your voice lines imply that he recognizes who he is killing, the headless horseman is supposed to believe the scourge are his fellow paladins and the living are undead, so have him say something like "I am sorry, brother." when he kills Arthas in place of celebration for his vengeance.

Well i dont think it would be good at 10% because you still hsve a good chance of killing your enemy. It would be a nuisance. I will put it as lethal damage

1% is never gonna happen! Make it when 10% or lethal damage.
