I know penance has the same effect in WoW, but in this kit the damage it deals seems superfluous. The cooldown on the switch between heal and dps is really short, so switching to her offensive spells is simple enough. Frankly, I think penance should only heal, not deal any damage.

Really nice concept. This needs to be spoted by Blizz and added to game - after SC Warrior and Diablo Support. I see potential in this one. Although she is another hybrid supp (Tyrande and Tassadar) she has power to be main support in team. Maybe Specialist fits her more due to passive and two sets of ailities. But yeah I can imagine playing for her.

I wouldnt put her as a Specialist since a Specialist has a Special playstyle that helps them Push

Eh, I think "Support" is quite a fine role for her. I was originally going to make most of the talents apply both to her Shadowform and Chakra form, but then I remembered Alpha Tassadar and the Red Archon of Death. and decided to break them away from each other. So she can go Full Support with some threat/damage, Assassin with support abilities, a hybrid of both.

But I think the best way to gate her power is through the CD of changing forms (4 seconds is a long time in a fight) and her mana costs. A good Tuulani will be able to predict the flow of battle and plan her abilties accordingly

Yeah that's probably true. I see there in second tier a good option with no cost after changing forms so changing forms will be her speciality and key to success :) Like I said I can imagine playing for her and we need exactly this type of supports which will be funny to play and has some unique mechanics. Although I will expect her (if ever) after SC Warr and Diablo Supp.

To Heroics - i think that in current state is more viable Prayer of Healing, due to large amount of healing and it's her only (if we don't count Lightwell) AoE heal. So maybe buffing Vampiric Embrace, cuz like now I see it more as strong talent than Heroic Ability. But it's only my point of view.

Maybe consider some shields (like option via talents, but only 1 or 2 max). But now I'm idea-less of how doing so :D

I love the concept. The numbers are odd, like healing ALL nearby Heroes for 1400 HP at level 10 seems a little overtuned. Tranquility heals for like 40% less than that and it's over 10 seconds, not a huge burst heal.

But forget the numbers, this is an awesome concept. Reminds me of that chick from Smite.

The Numbers are placeholders, I'm just fiddling around with numbers until I can pin down power scaling a lot more. Not a game designer, just a fan =)
