This concept is nice though. My only gripe about his basekit is [Xuanwu Staff]. What exactly do you mean by increasing healing rates of all sources? It sounds like it makes characters unkillable. Does it also make you unable to move?
[Extended Staff] is difficult to rate because "medium range" does not say much. It is much better to mention another ability with equal cast range in the description instead. Same with other abilities.
[Pure Water] is confusing. Were you trying to say that casting it on a healing fountain reduces its cooldown by 20 seconds? But for who?
[Regenerative Stream] is even more confusing. How does it even work? Does it make Q heal targets by ~57% more every second?
[Technical Combat] is very weak, especially for Level 13, especially compared to other options, and is quite boring.
[Heavy Staff] feels out of place for a character who is completely about healing.
[Detonating Orb] is also difficult to rate since there is nothing that indicates how fast the orb moves.
[Falling Rain] has the same issue as [Detonating Orb]. You really need to add comparisons to other abilities in your concepts.
[Guardian Staff] is detrimental. You never want to lose control over such a strong effect. This talent should not remove the ability to manually select the target.
And yes "can do nothing" means no move.
When used on a hero affected by regenerative steam, the hero is still healed by 300hp, but probably in something like 2 seconds instead of 5.
I added teleportation to technical combat.
Heavy staff is a damages talent. I dont see the problem with diversified options : morales has something similar.
Imagine water orb moving like a pyroblast, but 2 or 3 times faster.
Concerning guardian staff : baseline trait doesn't makes you select the target, this talent just makes you able to act while channeling trait.
Pure water decrease the cooldown of the hero who use it. That what the "HIS" refers to in the description.
I dont want to give to many informations about ranges or speed. Its just a concept creation tool. Just imagine... And i want to keep them easy to read. Just see the global philosophy and imagine values that looks balanced to your eyes.
Heal what faster? What about healing that activates every x seconds?

Morales has more than just healing though, and her "offensive" talents do more than just increasing her dps.

It should not be that difficult to write a comparison. It is much easier to imagine something when there is a comparison than to guess with something vague like "medium range" or something similar.
