ISP issues and penalties?

Since I have started playing HOTS I have had a few occasions where the connection would get really wonky and my pc would freeze or I would lose patience and shut it down to restart. I have been penalized, by having to play QM. Not a big deal. Does anyone have any suggestions, other than a new video card (I have a 960) Ram upgrade, I have 4gb and no more money; but are there any settings or other work arounds to recover quicker or avoid the issues by changing any settings on/in my pc?

Try setting everything to the lowest possible settings.
