I'm hoping Valla will be a skin for another Hero or an early release and not an exclusive playable character.

Valla has been announced as a playable character. News seems to be pointing to a model similar to LoL with a weekly hero rotation, and then you purchase heroes to have all the time. So, this deal is just for unlocking Valla permanently. :) She will be a normal playable character from everything I can tell.
