Nova - Ghost Protocol missing, Psionic Efficiency wording, Explosive Round icon tint

1. Ghost Protocol missing.

2. Psionic Efficiency (13) should mention a stack of Snipe, not Precision Sniper.

3. Explosive Round (16) should have a normal icon.

4. Double Tap (13) should be "its" not "it's".
