It should say "Cooldown: 40 seconds" when hovering over the icon.

By the way, couldn't you add the cooldown number to the Ability text without the need to hover over it?

The cooldown is displayed below the name of the ability when you're hovering over the tool tip. Why would it be better to include it in the ability text?
