Stukov's Controlled Chaos (20) doesn't give extra charges to Flailing Swipe (R) on being chosen.

It's likely that none of the talents which grant another charge of an ability are reflecting in that ability sidebar. I've let the devs know about this; feel free to update this thread if you notice any others.
