Why can't I create/edit concepts anymore?

I don't know if it's a bug or if this feature no longer functions, but when I try to edit a concept, it's not working at all (I tried both on phone and PC). Please help me.
(Also there are 2 heroesfire icons and 2 search bars merged together).
