(Despite this not being a Blizzard character, I still fleshed out the hero concept and details to make it a very interesting idea)
Bill Cipher is a being of pure energy that originates from a warped and twisted dimension. He is capable of most anything imaginable, but has no physical form. So his power lies in making deals with those who have a dominion in the realm they reside in. Before his defeat in Gravity Falls, he invoked the ancient power that he would return. And so he did, now seeking to being his party to the Nexus. Yroo Xrksvi Girzmtov!

Combat Trait

It's A Deal!
While in the mindscape, Bill can warp to an ally within a medium range and offer them a deal. Different deals can be obtained though talents. The ally must channel for 1 second to accept the deal. If they accept it within 5 seconds, an event will occur depending on the deal offered. Sometimes, the deal requires that Bill or the partner ally must pay a price. The deal's name will be displayed above Bill and is only visible to allies. If they don't accept, the cooldown is refreshed.

Primary Abilities

Laser Blast
Cooldown: 3 seconds
Range: 3


Bill channels a laser from a targeted point to another the targeted point within casting range. It deals 181 (+4% per level) damage to enemies.
(Can only be used with a Physical Form)

Bubble of Madness
Cooldown: 6 seconds
Range: 10


Bill summons a bubble of pure madness that travels slowly in a line. Any enemies it passes through are silenced and forced to dance for 1.5 seconds.
(Can only be used with a Physical Form)

Enhabit a Body
(Active)
Cooldown: 10 seconds
After 0.5 seconds, Bill takes over the body of a minion (enemy or ally) using it as his Physical Form. Upon entering a body, he substitutes the minion's health with his own, manipulates its stats, and can interact with objectives. Reactivating the ability ejects him back into the mindscape and begins the cooldown. If Bill dies without taking heroic damage, it doesn't count as a death.

Duration: 10 seconds
Casting Range: 3
Active Range: 5

Bill channels for 3 seconds to create a dimensional rift in a target area that affects all units within range.
Objectives: Cannot be captured or channeled
Neutral Mercenaries: Any out of combat non-boss mercenary camps are instantly captured
Bill: Gains a Physical Form, but cannot move outside the Weirdmageddon Rift's range
Ally Heroes: Can move through impassable terrain
Friendly Minions and Mercenaries: Transformed into unusual creatures that gain significantly increased stats
Enemy Heroes: Slowly pulled toward the center
Enemy Minions and Mercenaries: Stunned while in range

Physical Ascention
Cooldown: 75 seconds
Duration: 10 seconds

Bill transforms into his most terrifying Physical Form. In this form, Bill is immune to movement impairing effects, Laser Blast's cooldown is reduced to 1 second, and bubble of madness launches 3 bubbles in a cone.

Wander the Mindscape
(Passive)
Bill Cipher passively roams outside of the physical realm. Without a Physical Form, he is unable to attack, use certain abilities, or interact with objectives. But he is immune to all hostile effects, can travel through impassable terrain, and has significantly increased health regeneration. Upon dying in the physical world, Bill returns to the mindscape where he is killed. He only grants 50% of a real Hero's experience upon dying and respawns in 10 seconds, unless his heroic ability is active.

Level 1

The Damage Deal
(Active)
Cooldown: 60 seconds
Effect: The partner ally deals 30% additional damage to enemy minions and structures for 10 seconds.
Price: No Strings Attached!

The Impatience Deal
(Active)
Cooldown: 60 seconds
Effect: The partner ally gains 50% movement speed until entering combat, up to 12 seconds.
Price: All of Bill's cooldowns are frozen until the deal expires.

The Exchange Deal
(Active)
Cooldown: 60 seconds
Effect: The partner ally gains 20% of Bill's maximum health until they die or after the cooldown is refreshed. This can only apply to 1 ally at a time.
Price: Bill loses 20% of his maximum health until the deal expires.

Level 4

High Pressure Sales
(Trait)
Taking deals no longer requires channelling for an ally to accept it.

Return Customers
(Trait)
Making a deal lowers the cooldown of that particular deal by 4%, up to 20%.

Promise Riches
(Active)
Making deals with allies grants a stack of Bribe. Use 4 stacks to bribe a Mercenary, instantly defeating them. Does not work on Bosses. Maximum of 16 stacks.

Level 7

The Lasting Deal
(Active)
Cooldown: 60 seconds
Effect: If both Bill and the partner ally hits enemy heroes with basic attacks a total of 50 times, both Bill's their ability damage permanently increases by 4%. If either one dies, the deal is off. Only 1 of these deals can be active at a time and cannot be done the same ally twice.
Price: No Strings Attached!

The Absorption Deal
(Active)
Cooldown: 60 seconds
Effect: The partner ally heals for 50% of the damage they deal until they are above 80% health.
Price: The partner ally cannot regenerate health or be healed from other sources for the duration.

The Overload Deal
(Active)
Cooldown: 60 seconds
Effect: Restores 50% of the partner ally's maximum Mana.
Price: The partner ally deal 50% less ability damage for the next 12 seconds.

Level 10

The Weirdmageddon!!!
Cooldown: 100 seconds
Duration: 10 seconds
Casting Range: 3
Active Range: 5

(Passive)
Enemy hero cooldowns recharge 10% slower and ally hero cooldowns recharge 10% faster when near Bill.

Meaning has no Meaning
(Passive)
Enemy minions deal 50% less damage and ally minions deal 50% more damage when near Bill. This applies to mercenaries with one third effectiveness.

Reality is Upside Down
(Passive)
Debuffs on enemy heroes last 20% longer and debuffs on ally heroes last 20% shorter when near Bill.

Level 16

The Switcheroo Deal
(Active)
Cooldown: 90 seconds
Effect: Bill pulls an ally into the mindscape and obtains a Physical Form for 10 seconds. This will apply the passive effects of "Wander the Mindscape". Both Bill and the ally have 20% movement speed during this time.
Price: Bill takes 50% increased damage over the duration of the deal.

The Binding Deal
(Active)
Cooldown: 90 seconds
Effect: For 5 seconds, 50% of all damage dealt to the partner ally is instead dealt to Bill.
Price: After the deal expires, the partner ally takes all of the damage that was dealt to Bill.

The Reverse Deal
(Active)
Cooldown: 120 seconds
Effect: If an ally hero is below 50% health, replace their current health with their missing health.
Price: If the partner ally takes dies within seconds, so does Bill.

Level 20

I Reign Supreme
The Weirdmageddon Rift stays centered around Bill as he moves.

Party Hard
Physical Ascension's cooldown is reduced by 25 seconds and Bill's gains 50% maximum health during Physical Ascension.

Loophole
The cooldowns of all deals are reduced by 15 seconds and their prices are removed.

The Zodiac
(Active)
Cooldown: 8 seconds
Bill can freely switch between his Mindscape and Physical Form.

The Ultimate Deal
(Active)
Cooldown: 120 seconds
Effect: Bill gains control of the partner ally, making them his Physical Form for 12 seconds. For the duration, he temporarily substitutes the ally's health with his own, gains 35 armor, and can freely use the ally's abilities.
Price: Dying will kill both Bill and the partner ally.

Strengths and Weaknesses

Pros:
-Bill's slippery play style allows his to consistently make an impact on the map
-Slipping in and out of minions let Bill be a viable solo laner
-Being in the mindscape keeps Bill protected
-Making deals gives allies a significant edge on enemy heroes

Cons:
-Heavily reliant on teammate cooperation
-Significantly decreased usefulness without lane minions
-Bill's most impactful deals can only be used by teammates that are willing to make small sacrifices
-Cannot reliably impact team fights outside of his heroic abilities

Base Stats

Health: 1183 (+4% per level) [166% Abathur health]
Health Regeneration: 3 per second (+4% per level); 30 per second (+4% per level) in the mindscape
Resource: None
Armor: 0
Bill has no basic attacks without possessing a body.

Changes with Physical Form:
Attack Damage, Attack Speed, Attack Range

I appreciate the comment dude! I'm glad people seem to like my concept. I have lots of HOTS concept ideas that aren't from the 4 main Blizzard games.

I really LOVE this concept! It's very intresting choice of style for one of my favourite Gravity Falls characters! One thing I would change though is that his abilities, especially bubble of madness, doesn't really fit his character when he is not in the "weirdmageddon state". But great job!

I'm glad you like it! I did my best with his abilities. 1: I wanted to make it so he could do SOMETHING without his teammates. 2: MOBA concepts for cartoon characters are pretty hard.
