Tuning can definitely go downward for the abilities. My primary focus was just the concept of the abilities and the kit, numbers were thrown in to show the intent that I want the abilities to be dangerous. If I were actually implementing the hero into the game I would do a lot more tuning.
Fel claws does have a lot of value baked into baseline. Design wise I do think that is a problem the more I've thought about it. A good portion of the power should be baked into talents...
