I'm thinking Zeratul. He's from Starcraft, so he was obviously "among the clouds" as a spacefarer, and he's a Psionic. I'm not too versed in starcraft lore however, so I'm not sure about his mentality or characteristics, that is, if he's sad of the past or not.

BUT

Raventhor is pretty close. At least he is thinking the right way and got a bit deeper into the lore :)

You got it this time.

You also had it almost everything right. It only differs from what i've haid in mind in case of clouds. She was living in a skyscraper as a youngster but that also fits the spacefarer as you wrote. You get my +rep for accualy knowing or digging into lore.

The drawbacks were headakes when she was using telekinesis.
