You don't have to decide on what you need to do until you unlock your ultimate if you take on Survivor Build (Recommended).
P.S. CC = Crowd Control. E.g. Stun, root, anything that controls/counters
Level 1 - Reanimation
This talent is very useful as it lets you continue collecting orbs even after death and increase your health regeneration. Hence, increasing your respawn rate.
Level 4 - Hardened Bones
This talent gives you armor (Damage reduction from ALL FORMS of damage) which lets you escape with more health. DOES NOT PREVENT YOU FROM BEING BURST TO DEATH.
Level 7 - Ossein Renewal
This talent have two uses. One is that it keeps you alive longer as 20% of a tank's HP is a LOT. His base HP at level 7 is around 2567 and 20% of that is 513.4. Another use of this is to respawn faster but is not recommended unless you need to use it to engage into your team fight.
Survivor - Team Top
Take on this build if you your team wants to team fight often. Since team fights are VERY common in Quick Play and Draft(Ranked or Unranked), you should take this build.
Level 10 - March of the Black King
In a team fight, THIS TALENT IS COMPLETELY GREAT as you, THE TANK, can sustain longer while you block their path to your team so they can burst them down. As you block their attacks, it also means you take a LOT of damage. So this ultimate will not only give you the chance to stand longer with your allies but also lower their health.
Important notice that it is also unstoppable, so you should be fine against stuns. HOWEVER, you need to time this ability correctly as you want to get all three hits in. Use your team's CC to hold your opponents in place so you can hit them.
Level 10 - Entomb
This ultimate should be chosen only if your team does not have CC or you are not confident that they can hit their CC. It lets you stop anyone from escaping or engaging. It literally creates a wall that stops anything from walking through including your own team.
Level 13 - Burning Rage
Being in a team fight with a tank that can keep yourself alive long, Burning Rage is great as it does damage to ALL surrounding enemies just by being there.
Level 16 - Renewed Swing
This talent lets you swing again for less damage. This talent lets you make up for the lower damage you output from this hero.
Level 16 - Consume Vitality
This talent lets you gain more health and respawn faster.
Level 20 - Spectral Leech
This talent is good as it does 5% of your opponent's HP AND give you that amount. Giant Killer only does 1.5% of their health and does not heal them. So this talent is great at making you survive and crushing them down.
Survivor - Fast Respawn Top
This Build is focused on reviving Leoric faster AND smiting down individual heroes.
Level 13 - Drain Momentum
This talent gives you more speed so you can keep up with whoever you are using it on. This allows you to use it until you reach that 25% drain.
Level 16 - Undying Despair
This talent serves only to lower the cooldown of Drain Hope so you can spam it on an individual hero while you chase them down.
Laning Build (Not Recommended) Top
This build is not recommended but is made anyways because it exists and should be mentioned anyways.
If using this build, your target should be roaming to get regen orbs and swinging into creep waves to get your sustain.
Level 4 - Fealty Unto Death
This talent lets you sustain your HP and mana constantly in creep waves.
