I don't quiet know what you are trying to achieve with this build?
Valla is an Assassin. You build is purely based on survival, which is what tanks are for.

You are missing out on tons and tons of attackspeed and damage.
Valla should do what she is good at. Dishing as much damage as you can in a short period of time.
