At Lvl 2(4) take which 1 suits you, my preference is Andorhal Anomaly, due to in ARAM Time Traps gets destroyed fairly fast, take another if you wanna aid or nerf and ally/enemy hero or yourself.
At Lvl 5(7) take A Proper Greeting if you're having at least one ally that can provide the mentioned CC(Stun, Root, Slow), if not and you don't wanna play with Slowing Sands ultimate, take Bronze Talons if you're fairly close, else take Mobius Loop.
At Lvl 8(10) take whatever you prefer, take Slowing Sands if you went with A Proper Greeting Lvl 5.
At Lvl 11(13) take Gnome Speed Ahead! If you feel your healer is incapable of healing, take Here and There if you're aggressive and wanna have a way in/out of fights, take Time Out if they're having something you potentially need to avoid such as a Kael'Thas Pyroblast and don't feel confident with Time Traps.

At Lvl 18(20) take whichever you want, I'd suggest upgrading ultimate, but Blessing of the Bronze is incredibly strong if you have other mages/cooldown reliant heroes, healers and tanks included, but it IS another active you have to play around, it could end up being a dead talent.
