I don't think you should overlook the Unstoppable effect of Surging Dash, the fact that it breaks existing slows and roots, and then provides immunity to any further slows, roots and stuns (and silences), makes it very good for both chasing and fleeing.
As an added bonus, your Surging Fist becomes uninterruptible, so you can charge up the distance to max without having to worry about getting caught.
When we've tried to make use of it we found it to be lackluster when compared to the other options in the tier. Unstoppable is nice but we found that being able to stop big bursts came out better. However, it could be that our play style is less aggressive and doesn't need the escape as badly.
We have found that once Runic Blast starts to stack high, it snowballs out of control. So we prioritize that in the build and added more burst with Twisting Nether. Cho's ability to reduce the CD of Runic Blast has also proved more helpful than the heroic CD but that is personal choice.
