Li Ming Builds Top

Personally I go for my Orb Damage build for the highest output of damage in most situations. Build Sustain Teleport so you don't need to Hearthstone as often, build Magic Missiles for extra poke, and Teleport to confuse and outplay enemies.
Level 1:
Astral Presence: Better on maps with less Regen Globes (Battlefields of Eternity, etc.). Otherwise, Power Hungry does everything better.
Power Hungry: Focus on collecting Regen Globes as often as possible for extra Ability Power to chip away at enemy teams.
Force Armor: Good against dive or stealth characters. Can save you in dire situations such as against Kerrigan combos or Varian bursts.
Aether Walk: Allows you to become more floaty, but does not do as much for you as the other level 1 talents do.

Level 4 Talents Top

Charged Blast: Good when aiming to build an all-in build towards Magic Missiles.
Triumvirate: Insane cooldown reduction for team fights and good while laning against melee characters. Synergizes well with Zei's Vengeance at level 7.
Dominance: Great for self-sustain and when you are constantly finding yourself Hearthstoning for health rather than mana.

Level 7 Talents Top

Seeker: Bonus damage for all-in Magic Missle builds. Great poking utility that helps stave melee characters away.
Zei's Vengeance: Already good on its own just for reducing the base cooldown of Arcane Orb by 2 seconds, with the added bonus of up to 25% damage; scaling up as Arcane Orb goes further.
Calamity: Great extra damage against other Ranged Heroes and is the perfect talent choice if you plan on creating an all-in teleport build (increased range at level 13 with Illusionist).

Level 10: Ultimates Top

Both Ultimates are playable, yet you'll find yourself going for Disintegrate more often than not. Additionally, players can optimize to grab Wave of Force at level 10 and continue later on by going for Archon: Pure Power to grab Disintegrate at level 20. Don't be afraid to use your ultimates on merc camps and wave clear as the cooldown is low and can also be refreshed by Li Ming's takedown reset trait.

Disintegrate: Good long ranged damage that is usually used to finish off enemies from a distance.
Wave of Force: Good for knocking divers away, can be used to interrupt enemy essential ultimates such as Mosh Pit or Triple Tap.

Level 13 Talents Top

Cannoneer: Great for that extra DPS without having to sacrifice any health, but otherwise take Glass Cannon if you are a very survivable player.
Glass Cannon: 15% Bonus Ability Damage is great in most situations, not recommended if an enemy hero is able to easily burst you down from your already low health pool.
Illusionist: Great for getting away from threatening heroes and goes well with Diamond Skin at level 16.

Level 16 Talents Top

Fireflies: Better if you're building an all-in Magic Missile build, triggering earlier Missile talents more and more often.
Mirrorball: Increases your already insane poke damage to another level. Recommended in most situations.
Arcane Orbit: A very win more type talent, Mirrorball brings more utility and extra DPS.
Diamond Skin: Recommended for becoming more survivable. Shield constantly refreshes based on earlier Teleport talents.

Level 20 Talents Top

Temporal Flux: The slow on Disintegrate allows you to snowball in teamfights, benefiting more and more from kill resets.
Repulsion: Questionable talent, take when you find yourself needing to save teammates often.
Tal Rasha's Elements: Not as strong as it once was, but this is my personal favorite level 20 Talent on Li Ming.
Archon Pure Power: Very mediocre talent that is unnecessary if you chose Disintegrate at level 10, but could become a play maker if you have access to both Wave of Force and Disintegrate in your kit.
